Early on the morning of October 24th, police officers in Tonghe County arrested eight practitioners including Mr. Liu Qingguo and his wife, Ms. Song Jinfeng. On November 1st, after seven days of detention, Mr. Liu and Ms. Song both died.

Mr. Liu and Ms. Song were both about 40 years old at the time of their death. They lived in Sankeshu Region, Daowai District, Harbin City. On the evening of October 23rd, Mr. Liu and Ms. Song accompanied Ms. Liang Huimin, Mr. Li Liguo, Mr. Xu Xiaohua, Mr. Zhao Jiurong, Ms. Cao Zeping, and Ms. Liu Jun in distributing leaflets exposing the persecution of Falun Gong in Tonghe County. The next morning, police officers in Tonghe County followed the practitioners' van and later took all eight of them to the Tonghe County Detention Centre.

Officers from the Daowai District Police Sub-bureau interrogated each of the practitioners' families. All of the families were ordered to report to the Daowai District Police Sub-bureau at 8:00 a.m. on October 25th, the day after the arrest. The practitioners' families each went to the Tonghe County Domestic Security Team asking to visit the imprisoned. Chief Liu Peimin and deputy chief Shao Fenghai rejected their requests with the excuse that the case was still being investigated and that the director would not approve the visits.

On October 31st, the practitioners' families returned to the Tonghe County Domestic Security Team, and their visitation requests were once again rejected. On their way back to Harbin City, officers from the Tonghe County Domestic Security Team followed their vehicles and stopped them. Five of the officers attempted to arrest the family members. A male family member stepped forward and attempted to physically stop the officers from taking anyone away. Because of this he was beaten and arrested; he is currently in custody. Everyone else was able to escape.

Mr. Liu and Ms. Song died on November 1st after seven days of detention. They are survived by their son who is in college. There is currently no further information on the other six detained practitioners.
