Ms. Zhao Baoli Is Innocent but the Court Refuses to Release Her Fearing Reprisal from 610 Office

Shuangqiao District Procuratorate in Chengde City, Hebei Province pressed charges against Falun Gong practitioner Ms. Zhao Baoli for producing Falun Gong DVDs and information materials. The court tried her three times, but failed to convict her. However, intimidated by the Chengde City 610 office (an organisation of special agents just for persecuting Falun Gong), the court is afraid to release her.

Ms. Zhao is an employee of an electric power supply company in Chengde City. She was arrested by Chengde City 610 office and police officers on January 5th this year and remains in custody at present.

When she was abducted, her house was ransacked by police officers Zhang Dapeng, Mao Aijun and others. Her husband Li Ming and her parents who are in their 70s went to Chengde City 610 office and the City police Department many times to ask for her release as well as the return of their confiscated belongings. However, the police refused on both accounts.

During the middle of February, Ms. Zhao's family engaged a lawyer to sue the Chengde City 610 office and police department. Early March, the police returned the bank deposit book and over 20,000 yuan1 in cash looted from her home. However, other personal items remained confiscated. Agent Yang Shuzeng even extorted 50,000 yuan from Ms. Zhao's workplace.

Ms. Zhao's two lawyers sued Yang Shuzeng, head of the city police department, head of the Domestic Security Divison Li Bei and others. These officers fear the charges greatly.

Yang Shuzeng handed Ms. Zhao's case to Shuangqiao Procuratorate three times and was turned down by the office twice. On the third attempt, pressured by the Chengde City 610 office and the City police department, the Procuratorate pressed charges against Ms. Zhao.

On July 25th, Ms. Zhao was tried in Shuangqiao Court (inside the detention center) where her lawyers defended her innocence. Later on, Ms. Zhao also expounded on her innocence. Head of the criminal court Song Yimin, deputy head Wei Wenkui, Judge Tan Zhen and prosecutor Cai Jijun were speechless. After the first trial, the Court should have released Zhao Baoli, but because of intimidation from police chief Yang Shuzeng, they did not release her.

On September 9th, Ms. Zhao was tried again at Shuangqiao Procuratorate. Police officer Zhang Dapeng from the Domestic Security Division called inspector Cai Jijun outside the court and instructed him on how to deal with the lawyers. Faced with the lawyer's well supported defence, Cai Jijun, Song Yimin and Wei Wenkui were speechless, yet they refused to release Ms. Zhao.

On the morning of Sep. 28th, the court convened a third trial. Ms. Zhao was convicted of no crime, however the court is afraid to release Ms. Zhao due to pressure from Chengde City 610 office.
