Mr. Wang Yuncai began practising Falun Gong in 1998. When the Chinese Communist Party (CCP) started the persecution in July 1999, he was detained in the Dagang District Detention Centre for 15 days because he did the Falun Gong exercises outside. The guards ordered inmates to beat him and prevent him from sleeping. He was also forced to remain in strenuous positions for long periods of time.

Mr. Wang went to appeal in Beijing in September 1999. He was arrested and taken to the Dagang Detention Centre again. He was transferred to a mental hospital, where he was brutally force-fed, and then was later returned to the detention centre. Prison authorities forced him to pay a total of 5,000 yuan1 for expenses at the mental hospital and the detention centre. Mr. Wang was detained for 15 days when he was seen doing the Falun Gong exercises outside at the end of 1999.

In early 2000, Mr. Wang tried to appeal to the various levels of government. Officials at the Dagang District Shengli Police Station sentenced him to one year in the Shuangkou Forced Labour Camp. Guard Li Diangang and a guard with the last name of Shan brutally force-fed him and slapped him in the face. The guards and inmates tortured him in various ways. He was beaten, cursed at, shocked with electric batons, deprived of sleep, forced to sleep under the bed and made to do extended hours of hard labour. Guards at the camp also extorted 300 yuan from him.

Mr. Wang was arrested by the Tianjin police in 2002. He was stripped of his clothing and hung up, while agents Mu Ruili and Lao Mi from the Tianjin 610 Office (an organisation of special agents just for persecuting Falun Gong) brutally beat him. He was then sentenced to three years in Banqiao Forced Labour Camp.

When Mr. Wang developed tuberculosis and was in critical condition, officials at the camp refused to keep him, as they were afraid that they may be held responsible if he died in there. He was transferred to the Dagang Police Station branch detention centre for four months. When his health improved slightly, he was returned to Banqiao Forced Labour Camp. He went on a hunger strike and was finally released on medical parole after seven months.

The CCP's Sixteenth National Conference took place while Mr. Wang was on parole. Officers from Shengli Street Police Station informed higher authorities of Mr. Wang's whereabouts, and he was returned to Banqiao Forced Labour Camp. He was released on medical parole a little while later, when the National Conference had concluded its meeting.

Wang Jintang, Wang Chunhe, Zhang Lei, Wang Fujun and other officers from the Shengli Police Station attacked Mr. Wang when he was on his way back home with his child. He was arrested and taken back to Banqiao Forced Labour Camp, and his home was ransacked. An elderly person who witnessed the attack tried to stop the police from beating Mr. Wang, but was then threatened by police. Other people who saw the attack were too afraid to do anything.

Mr. Wang's wife later divorced him, as she could not stand the constant harassment and pressure from the authorities.

When Mr. Wang was released on medical parole again, he went to his parents' home to see his son. Zhang Liusuo, a former security guard, heard that Mr. Wang was at his parents house and told Zhang Fusheng, who was the head of the Discipline Inspection Office. They went to Mr. Wang's parents home to harass them, and told the authorities to take Mr. Wang back to the labour camp.

Mr. Wang was released after his three year sentence at the camp had ended, and tried to return to work. However, Zhang Fusheng refused to let him work and only gave him a small amount for living expenses.

In 2005, Mr. Wang was reported to the authorities when he was seen distributing Falun Gong materials in the countryside, and he was arrested. But as his condition was so bad, he was sentenced to three years again, but was required to serve his sentence at home. This was the ninth time that he was sentenced.

When Mr. Wang completed his term, officials at the 610 Office ordered the Dagang District Educational Bureau to discontinue Mr. Wang's employment. It was not until 2009 that they allowed him to work watching the gate at the Education Centre.

Mr. Wang's health continued to deteriorate due to the many years of persecution and had to take sick leave from work. His elderly mother looked after him. However, his condition worsened and he passed away on June 16th, 2011.
