The Vicious Wardens Who Persecute Falun Gong Practitioners at Beijing Women's Prison

Beijing Women's Prison is one of the notorious places where Falun Gong practitioners are brutally persecuted. Officials there not only block information, but also make up lies to cover up their persecutory acts, claiming they are conducting “civilized management” and have “respect for inmates.” Here we would like to expose some of the perpetrators of the persecution.

(1) Li Ruihua, head of Beijing Women's Prison

Li Ruihua, female, has been working with other prison officials to persecute practitioners.

(2) Zhou Ying, deputy head of the prison

Zhou Ying, female, has been the prison deputy head in charge of persecuting Falun Gong practitioners since 2010. She was also one of the key officials who led the persecution against practitioners from 2002 to 2008. Zhou constantly pressured other prison officials and instigated them to mistreat practitioners including practitioners Lei Xiaoting, Gong Ruiping, Yuan Lin, Li Li, Pei Yuntong, Xu Na, Zhao Xiuhuan, Dong Cuifang (who died due to persecution) as well as others. She also punished those practitioners who exposed the officials committing the torture in the prison.

(3) Huang Qinghua, administrative head

Huang Qinghua, female, former Division 8 head, is the administrative head in charge of persecuting Falun Gong practitioners. She was in charge of brainwashing at Division 8 from 2000 to 2008 and was directly responsible for the persecution of practitioners Chu Tong, Yu Peiling, Wang Chunying, Huang Jinxiang, Yuan Lin, Gong Ruiping, Li Guiping, Zhang Liqian and others. Huang often instigated guards to torture practitioners while she stayed behind the scenes. She also misled practitioners with various lies and Chinese Communist Party propaganda, causing them to give up their beliefs. She ordered officers Liu Yingchun, Zhang Haina, and Li Xiaona to torture practitioners Li Li, Li Guiping, Chen Fengxian, Zhang Jingying, Huang Jinxiang, and others.

(4) Liu Yingchun, Division 4 head

Liu Yingchun, female, has been responsible for the torture of many practitioners since 2006, including Lu Shumin, Wang Shuying, Liang Zhansheng, Tian Yuhua, Sun Junying, Li Yunying, Du Juan, Chen Yulian, Li Li, Li Guiping, and others. Three practitioners, including Zhang Chunfang and Geng Jine, died while being detained at Division 4 after being severely tortured, both physically and mentally. Liu also instructed collaborators (former practitioners, brainwashed against Falun Gong, made to assist in brainwashing and torturing practitioners) Tan Huan, Li Dafan, and others to compile Chinese Communist Party (CCP) propaganda to “transform” [forcibly renounce Falun Gong] practitioners. She took opportunities to punish officers and inmates who sympathized with practitioners, like inmate Yu Shuping, whose term was extended by six months. Practitioners Guo Yan and Li Li were further punished for writing letters appealing against the torture.

(5) Zhang Haina, Division 8 head

Zhang Haina, female, took advantage of some inmates’ wish to be released early, and ordered them to brutally torture practitioners Chen Fengxian, Huang Jinxiang, and others. The inmates monitored them closely 24 hours a day, even when they were using the toilet. Practitioners were deprived of sleep for long periods of time and beaten in the toilet during the night. Due to the extreme pressure and abuse, they were on the verge of physical and mental collapse.

(6) Gao Yunqi, Prison Affairs Section officer at Beijing Women’s Prison

Gao Yunqi, Prison Affairs Section officer, was the main official responsible for covering up the death of practitioner Dong Cuifang in order to keep the facts hidden from the outside world. She was once in charge of the persecution at the former women’s prison, as well as ordering inmates to torture practitioners.
