Ms. Liu Yufang Seriously Ill after Being Tortured at Chaoyang City Detention Centre; Her Children Attacked

Detainees in Chaoyang City Detention Centre in Liaoning Province are tortured for long periods of time. They are not given enough food to eat and are forced to perform slave labour. Those who fail to finish the work demanded of them are reprimanded and beaten.

Fifty-four-year-old Falun Gong practitioner Ms. Liu Yufang from Lingyuan City was arrested by officers from the Lingyuan Domestic Security Division who broke into her home on the morning of October 12th, 2010. She was sent to Chaoyang Detention Centre that day. Later on, Lingyuan Domestic Security Division, the Procuratorate and Courts collaborated to sentence her to four years in prison. Currently, Ms. Liu has been detained in Chaoyang Detention Centre for more than eight months. She is forced to carry out slave labour for long periods of time and was not given enough food to eat. If she did not finish the jobs given to her, she would be reprimanded and beaten. She finally broke down from the intense abuse. On the eve of the Lunar New Year in 2011, she suffered shortness of breath and severe chest pain and was sent to the hospital for emergency treatment. Upon recovery, she was immediately sent back to the detention centre. She suffered from frequent relapses and now cannot eat anything. The detention centre refused to send her for medical treatment, nor would they release her. Her family members were kept in the dark about her deteriorating physical condition.

When Ms. Liu's children finally heard about their mother's condition they were very concerned. They came all the way from Lingyuan to the detention centre several times, requesting that their mother be sent for medical treatment. On June 7th, Ms. Liu's children – brother and sister, went to see the head of the detention centre, Lan Guilin. When they asked for their mother's release so that they could bring her home and have her health problems treated, Lan jumped up and shouted at them: “Why do you keep coming here? If she dies, then she is meant to die and I will bury her! I will be responsible for her death!” He pushed them out of the room, grabbed the brother by the collar and bashed his head against the wall. When someone pulled him away, he ran after them and beat them. Ms. Liu's son had bruises all over his body. When his sister shouted that she would report this to the police, Lan Guilin replied: “If you dare to call the police, I will arrest both of you!”

When Ms. Liu's children reported the beatings to the police, the Xiangyang District Police Department sent two officers over. They casually asked a few questions and took the brother and sister back to the police department, and kept them there. They were only allowed to leave the police department after officers from the detention centre finished work for the day.
