Mr. Guo Huiqiang from Wangdu County, Hebei Province, was arrested in 2001. He was subjected to brutal torture during his detention, and was also forcibly injected with an unknown drug, which caused him to become psychologically unbalanced.

After graduating from a university in May 2001, Mr. Guo went to Baoding to work. Shortly thereafter, the police besieged his residence, arrested him, and took him to the Baoding Detention Centre. He managed to escape during the night by climbing through a hole in the barbed wire and scaling a high wall. He did not return home, but wandered from place to place for more than three months.

Shortly after he returned home, Domestic Security Division officer Wang Zhenzhuang and a group of other officers arrested him and took him to a local detention centre, where he was held for more than three months. There, Wang Zhenzhuang, Zhu Junle, Zhao Zhenliang, and others interrogated and tortured him numerous times. Guards ordered Mr. Guo to recite detention centre rules and regulations, and forced him to do slave labour, picking hot peppers. He was forced to eat hot peppers if he failed to meet the quota. They frequently punched and kicked him, and whipped him with bamboo sticks. Criminal inmates, instigated by the guards, poured cold water on him during the winter. On one occasion they poured 20 barrels of cold water on him, leaving him soaked through and trembling. At night the guards put handcuffs and shackles on him.

Mr. Guo was sent to the Baoding Forced Labour Camp on December 9th, 2001, to serve a two-year term. Guards led by division head Liu Dayong grossly abused and mistreated him. They beat him with the soles of leather shoes and with plastic pipes, and forced him to bend over, then pulled his hands up high from between his legs. He was forced to hold this posture without moving for long periods of time and was beaten if he moved. The guards also forced him to do dirty and tiring hard labour, and took turns shocking him with electric batons.

Labour camp head Yu Yanping and division head Liu Dayong also ordered Mr. Guo, as well as other Falun Gong practitioners, to be injected with unknown psychiatric drugs that were purportedly designed to destroy one's will and cause other detrimental psychological consequences. As soon as a victim was injected with these drugs, he feels extremely uncomfortable and soon loses consciousness. Once when Mr. Guo's mother visited her son at the labour camp after such an injection had taken place, she watched him alternate between uncontrollable laughter and crying.

As a result of the persecution, Mr. Guo, who had once been an intelligent and capable man, became very sluggish, lost his memory, lost his ability to control emotions and make decisions, and could no longer work.
