Mr. Liu Junbo, a Falun Gong practitioner from Xinbin County, Liaoning Province was arrested in early April 2011. After being brutally tortured at Xinbin County Detention Centre for over a month, he became extremely weak. Despite his condition, he was not released until the guards extorted 2,000 yuan1 in cash from him. His family plans to file charges against the main parties involved in the persecution.

The following is the complaint from Mr. Liu's elderly mother:

The perpetrators from Xinbin County Police Department arrested my son Liu Junbo and took him to Xinbin County Detention Centre in April 2011. My son is in his thirties, and he is very kind and a good man. He likes to help others and treats others warmly and sincerely.

My son was discussing the issue of the persecution of Falun Gong with Chen Shizhong from Chaluzi Village, Yushu Township on April 3rd and was reported by the village Party branch head Chen Yu. Police chief Fan Baoyu, driver Bian Hemin and a young officer from the Yushu Township Police Station arrested my son. Fan Baoyu slapped my son's face more than ten times.

Later, my son was sent to Xinbin County Detention Centre.

At 3:20 p.m. on April 6th Zhao Lianke, team leader of Xinbin County Domestic Security Team, broke into my home with some people and ransacked it. They took away a picture of Falun Gong's founder and a notebook. They also demanded that we sign some documents.

My son works for the Xinbin County Tax Bureau. Xinbin County Political and Legislative Committee and Tax Bureau attempted to have my son fired from his workplace.

My son has been detained in the detention centre. He went on a hunger strike to protest the mistreatment and was dragged to Xinbin Township Health Clinic four times to be force-fed. The doctor's name is Wang Yujie. The substance they force-fed him with contained excessive amounts of salt. After the force-feeding, my son's lips became very dry and cracked. He suffered from inflammation in his nose, throat and intestines. His life was in danger. The perpetrators from the detention centre charged my family a 300-yuan fee for the forced-feeding. When they saw my son's physical condition deteriorating, they were afraid of being held responsible for his possible death. We were forced to pay 2000 yuan, and then they released my son.

When we went to the detention centre to bring my son home, the perpetrators threatened us, saying, “Liu Junbo is not allowed to go out while he is recovering. When he gets better, we will bring him back to the detention centre to wait for his trial.”
