The term “transformation” is used by the Chinese Communist Party (CCP) to represent actions designed to force Falun Gong practitioners to give up their faith. Mudanjiang Prison officials have pursued a high "transformation" rate, or quota, by brutally torturing practitioners in many ways. At Sector 10 of Mudanjiang Prison on April 16th, practitioner Mr. Huang Yanlin refused to be “transformed,” and was then tortured until he was in critical condition. His condition was stabilized at the Mudanjiang First Hospital, and he has now recovered and was subsequently released.

Mudanjiang Prison personnel utilized multiple torture methods during their attempts to force practitioners to write guarantee statements to renounce practising Falun Gong in 2009. Torture methods included brutal beatings, electric shock treatments, long periods of sleep deprivation, removing all clothing and pouring cold water on their bodies, and forcing practitioners to stand outside in freezing temperatures. Practitioners were not allowed family visits. Their situation was especially severe in Sector 10, where the guards and inmates joined together to participate in the torture.

Practitioner Mr. Huang Yanlin was arrested on October 26th, 2002 by officers hiding near his home. State Security Bureau officers tried for a week to force Mr. Huang into a confession, attempting to obtain other practitioners' names. This task was assigned to the criminal police team. First, the officers didn't allow Mr. Huang to sleep, trying to weaken his will. He was then beaten severely. When the officers saw that Mr. Huang was keeping his resolve, they resorted to other torture methods. They tied him up for several days and nights and force-fed mustard oil into his mouth. They covered his head with a plastic bag until he nearly suffocated. Mr. Huang was transferred to the Mudanjiang Detention Centre on November 2nd, 2002, and later transferred back to Mudanjiang Prison.

In 2009, Sun Hongxi, chief of Sector 10, and overall coordinator for persecuting Falun Gong practitioners, ordered inmate Hou Zhenbao (also the inmate leader) to brutally torture practitioners Xie Yunhuan, Wang Xinmin, Mr. Huang, and others. In the First Team of Sector 10, Xie Yunhuan was beaten, given electric shock treatments, and placed in solitary confinement in a small cell. His entire body was covered with blisters. Mr. Huang was shocked with electric batons, and since he couldn't be “transformed,” inmates tied his hands to a bunk bed and hung him up for an entire night. On July 24th, after many complaints were lodged by his friends and family. The Ministry of Justice and the Prison Political Section of the Prison Administration of Heilongjiang Province ordered him to be released from solitary confinement.

Since Mr. Huang still refused to be “transformed” and persisted in practising Falun Gong, so the guards tortured him until his condition was critical. He was then taken to a hospital. Mr. Huang's father visited him, and indicated that he seemed to be emotionally stable, and would supposedly be released from prison this October. Since this brutal activity of forcing “transformation” has been exposed to the world and condemned by many people, Mudanjiang Prison has recently restrained their activities to a small degree.
