Mr. Qin Yueming from the Jinshantun District of Yichun City was tortured to death in the Jiamusi City Prison on February 26th, 2011. (A detailed report can be found on http://www.clearwisdom.net/html/articles/2011/3/28/124089.html.) The following is an account of the suffering of practitioners, including Mr. Qin, in the early days of the persecution by the Chinese Communist Party regime.

On October 18th, 1999, Mr. Qin Yueming, Mr. Zhu Chengxin, and Mr. Lu Chenglin went to the district government to speak up for Falun Gong and to protest the local police arresting and detaining practitioner Wang Zhiqian. The police arrested the three practitioners. At the detention centre, Mr. Lu Chenglin did not cooperate with the authorities, so Tao Ying, director of preliminary interrogation division, and deputy director Gu Bingyi savagely hit Mr. Lu over the head with hard plastic tubes until he almost passed out.

Afterwards, practitioners Lu Chenglin, Zhu Chengxin, Wang Zhiqian, Qin Yueming, and Gao Shuzhi were sentenced to forced labour terms ranging from two-and-a-half to three years. In November 1999, a group of officials from the preliminary interrogation division and criminal investigation team interrogated the practitioners. The agents handcuffed the practitioners behind their backs and yanked the cuffs up to inflict pain. The handcuffs cut deep into the men's flesh, and the authorities rotated the cuffs to cause even more pain, Mr. Zhu Chengxin couldn't move his left arm for a month after the torture. Mr. Lu Chenglin was beaten to the ground by officers Tao Ying and Gu Bingyi, who then stomped on his head until Mr. Lu was almost unconscious.

The torture methods used by the Yichun Forced Labour Camp staff included forcing practitioners to stand up for extended periods of time, beatings, repeated suffocating with a plastic bag over the head, and hanging practitioners up by their handcuffs.

Practitioners Chen Guicai and Wang Jibin from the Jinshantun District were subjected to the suffocating torture. Mr. Wang Zhiqian was hung up by handcuffs. He was tortured until he passed out three times because he would not give up his practice of Falun Gong. Mr. Zhou Shuzhang from Tieli was handcuffed to a hot radiator, and his hands were severely burned.

On January 25th, 2001, Mr. Lu Chenglin went on a hunger strike to protest the persecution and was killed during force-feeding.

From March to May 2002, Jinshantun District police arrested dozens of practitioners in order to reach the quota ordered by their superiors and get the reward money offered as an incentive. Mr. Qin Yueming was among those who were arrested again. Many of the arrested practitioners, including Bao Yongsheng, Zhang Yuansen, Wang Jibin, Lu Xiuqin, Jia Shuying, Wang Baoyu, Wang Yanping, and Chen Feng, were subjected to severe persecution. Police officers Gu Bingyi and Qi You bound Mr. Chen Feng's hands, gagged him, and stuck two lit cigarettes into his nostrils. He inhaled a large amount of smoke and passed out.

Mr. Qin Yueming was once again beaten by officers Kang Kai, Qi You, and Li Ziyi with the hard plastic tubes. Mr. Qin was tortured with “tying the ropes” 12 times, Zhu Chengxin seven times, and Lu Xiuqin once, which severely injured their arms. They could not raise their arms nor turn their heads afterwards. Mr. Qin's injuries were the most severe as he was hardly able to use his arms at all. Mr. Qin was later sentenced to 10 years in prison, Wang Wenli to 10 years, Fu Guichun to 8 years, Zhu Chengxin to 6 years, Jia Shuying to 5-and-a-half years, Lu Xiuqing to 5 years, Chen Feng to 4 years, Wang Jibin to 4 years, Bao Yongsheng to 3 years, and Fu You to 3 years.

In 2004, Jiamusi City Prison authorities tortured dozens of detained practitioners in an attempt to force them to give up their practice of Falun Gong. Practitioners were forced to stand, deprived of sleep, beaten, shocked with electric batons, and hung up by their handcuffs. Mr. Qin Yueming was once again a victim of torture.
