Ms. Lu Guiqin, Persecuted in Masanjia Forced Labour Camp, Now Mentally Unwell

Ms. Lu Guiqin suffered from oesophagitis, hyperplasia, and many other illnesses. She tried many treatments but nothing worked. She was endlessly tormented by her condition. Not long after starting to practise Falun Gong in 1997, all her illnesses miraculously disappeared. She also learned to follow the principles of Truth-Compassion-Forbearance to be a good person and gained inner peace.

After the Chinese Communist Party (CCP) started the persecution of Falun Gong in 1999, Ms. Lu Guiqin was subjected to terrible persecution. Below are the details.

On the afternoon of December 18th, 2010, Ms. Lu Guiqin and two other practitioners were explaining the facts about the CCP's brutal persecution of Falun Gong in the Economic Development Zone in Fuxin City. A man who pretended to be receptive to their New Year's calendar reported them to Shahai Police Station. Ms. Lu and the other two practitioners were then arrested.

After the police interrogated her, they lied to her and said they were releasing her. Led by a self-proclaimed “director” of the police station, several officers went to Ms. Lu's home and ransacked it. They then went to another practitioner's home, ransacked it, and took an MP3, five MP5's, and two Falun Gong books. That evening, they detained Ms. Lu and the other practitioners in Xindi Detention Centre in Fuxin City.

On December 28th, the police lied to her and the other practitioner again, saying, “Collect your things and go home.” Then, eight officers handcuffed them and forced them into a black police minivan and drove them to Masanjia Forced Labour Camp in Shenyang City.

On the way there, Ms. Lu continued to tell the police the facts about how the CCP had been wrongfully persecuting Falun Gong and the beauty of practising Truth-Compassion-Forbearance. But the police used violence against her. At Masanjia Forced Labour Camp, two of the practitioners were taken to the Central Hospital at Liaoning Province Forced Labour Camp System for physicals, including blood tests, X-rays, and blood pressure. Because both of them had high blood pressure, the hospital recommended releasing them, but the police insisted on sending them back to Masanjia Forced Labour Camp. In the meantime, the hospital collaborated with the forced labour camp and the practitioners were sent back and forth to the hospital three times to have their blood pressure measured. In the end, Ms. Lu Guiqin was sentenced to serve time in Masanjia Forced Labour Camp.

After her family learned of her situation, they immediately went to the forced labour camp and requested to see her. Zhang Huan, head of the No. 3 Brigade in the camp, and others did not allow them to see her. He said, “We will not allow you to meet Lu Guiqin if she refuses to be 'transformed' [forcibly renounce Falun Gong] or refuses to condemn Falun Gong or its founder.” But after insistent demands from her family, the forced labour camp allowed them to see her. Her family noticed that she looked disoriented and they asked for her release so that she could get medical treatment. But the forced labour camp officials refused to honor their request. Several days later, Zhang Huan called her family and demanded for three thousand yuan1 for medical treatment for Ms. Lu. Her family adamantly refused to comply.

Since July 20th, 1999, when the CCP began to persecute Falun Gong, Ms. Lu Guiqin has been arrested and persecuted five or six times. Police extorted over 10,000 yuan from her and her family. Her relatives were concerned that if they gave money to the forced labour camp for her medical treatment, those in charge would be able to continue to persecute her and force her to do slave labour and benefit from it . They therefore refused to give the forced labour camp any money, although they continued to try to negotiate with the camp for her release.

On March 17th, 2011, Ms. Lu Guiqi was persecuted to the point of mental disorder. Police from the forced labour camp then told her relatives to pick her up. After they arrived, Zhang Huan and others once again demanded that her relatives pay 3,000 yuan for medical treatment and used that as a condition for her release. Her relatives didn’t that kind of money on hand, but they got together 1,000 yuan and then signed a note saying they owned the forced labour camp 2,000 yuan. They were then able to take her home.

Ms. Lu Guiqin is still mentally unwell and cannot remember or talk about the persecution she suffered at Masanjia Forced Labour Camp.

In the years prior to this, Ms. Lu was persecuted again and again.

In 1999, Ms. Lu went to Beijing to appeal for the right to practise Falun Gong. She had hoped to tell the government about the benefits she gained from practising Falun Gong and let them know the truth about the practice. But on her way, she was stopped by CCP authorities who treated her like a criminal and sent her back to her hometown.

After Ms. Lu returned home, Guo Tinglian, Liu Wei, Wang Jingchun, police from Sihe Township Police Station of Xihe District, Fuxin, and others often went to her home to harass her. They demanded that she lie, against her own conscience, and write a guarantee statement saying she would give up her practice of Falun Gong. She adamantly refused to comply.

In 2001, she and other practitioners got together to share their cultivation experiences, but they were reported by a villager. Officers from Zidutai Police Station of Fumeng County arrested her and ten other practitioners and detained them in Fuxin County Detention Centre. They were later transferred to the national security team of Fuxin County, where they had to endure further persecution. Ms. Lu was detained for eight months. In addition, Liu Mingyue, team leader of the national security team, and Wang Shoujiang, the assistant team lead, extorted 8,000 yuan from Lu Guiqin’s family.

On another occasion, in 2003, Guo Tinglian with the Sihe Police Station went to Ms. Lu's house to harass her because he had seen her and another practitioner from the same village reading Falun Gong books. He wanted to arrest her, but Ms. Lu refused to go with him. Guo Tinglian then called for reinforcements from Sihe Police Station, and they dragged Ms. Lu into a police car and drove her to the station. At that time, Meng Qinyan, the head of Sihe Police Station, tried to extort 10,000 yuan from her family. After long negotiations, her family handed over 6,000 yuan and then were able to take her home.

In August, 2005, 18 practitioners in Fuxin City were arrested. Ms. Lu was among them. Police from the national security team of the Xihe District, Fuxin City, extorted another 5,000 yuan from her family.

On July 11th, 2007, Liu Wei, a Sihe Police Station officer, and others set out to arrest a Falun Gong practitioner. They arrested Ms. Lu Guiqin adgain and took her to the station. Pang Haipo, the head of the police station, tried to extort 10,000 yuan from her family. They did not have that much money but finally gathered 5,000 yuan, which they handed over. Ms. Lu was then released.
