Four of Nine Detained Falun Gong Practitioners From Lidi City, Hunan Province Secretly Sent to Wangling Prison

Falun Gong practitioners Mr. Cao Gongxun, Mr. Liu Xinping, Mr. Zhou Qingfeng, and Mr. O Rangzhong were secretly transferred from the No.2 Detention Centre in Lidi City to Wangling Prison in You County, Zhuzhou City on March 8th, 2011. Practitioner Mr. He Jinlin remained at the No.2 Detention Centre.

On March 12th, 2010, nine practitioners were put on a trial in Lixing District Court in Lidi City. All of the practitioners denied the charges against them and stated their innocence. Lawyers from Beijing representing them requested their immediate release. However, on August 3rd, 2010, the practitioners were sentenced to jail. By law, the judgement should have been handed down within one-and-a-half months after the trial. Instead, it was given more than four months later.

Nine of the practitioners were sentenced to jail. Mr. Cao Gongxun was sentenced to 10 years Mr. Liu Xinping, 9 years; Mr. Zhou Qingfeng, 5.5 years; Mr. O Yangzhong, 3.5 years; and Mr. He Jinlin, 2 years. Ms. Deng Lianzhen, Ms. Xie Guirong, Ms. Li Zaiying, and Ms. Yuan Qiudi were sentenced to 3 years with 4 years of probation.

The practitioners appealed to Lidi City intermediary court, but the appeal was rejected on December 5th, 2010.

On March 8th, 2011, Mr. Cao Gongxun, Mr. Liu Xinping, Mr. Zhou Qingfeng, and Mr. O Yangzhong were sent to Wangling Prison in You County, Zhuzhou City. All their personal belongings and money given by their families were taken by the officials from No.2 Detention Centre of Lidi City.

The Nine Practitioners Were Arrested in July 2009

Around 9 pm on July 15th, 2009, police from Lidi City broke into several practitioners' homes. Mr. Cao Gongxun, Mr. Liu Xinping, Mr. Zhou Qingfeng, Ms. Deng Lianzhen, and Mr. O Yangzhong and his wife, Yuan Qidi, were arrested. Their homes were ransacked.

On July 20th, 2009, police broke into the practitioners' homes again. Ms. Li Zaiying and Ms. Xie Guirong were arrested.

On September 9th, 2009, plainclothes police hired Mr. He Jinlin, who ran a motorcycle taxi business, to go to a fishing place. Then Mr. He was abruptly seized and taken to a waiting police car.

As stated above, the nine practitioners were tried in Lixing District Court on March 12th, 2010. Zhou Min, aged around 37, was the presiding judge. He kept interrupting the practitioners whenever they spoke about Falun Gong. In the trial, their Beijing attorneys pointed out that practising Falun Gong is not against any law, and they asked the prosecutors to present any legal documents if there were any. The judge and the prosecutors kept silent on the subject. The practitioners stated their innocence and reported their being mistreated. The lawyers requested the immediate release of their clients.

The trial ended around 3 pm that day, and no judgements were given. Five of the practitioners, Mr. Cao Gongxun, Mr. Liu Xinping, Mr. Zhou Qingfeng, Mr. O Yangzhong, and Mr. He Jinlin, were sent back to Lidi Detention Centre. The other four practitioners were under house arrest.

Some information follows about each practitioner who was sentenced in jail:

Mr. Cao Gongxun was born on January 5th, 1952. Mr. Cao used to work at Liangang factory in Lidi City and was eventually fired because of his practising Falun Gong. He was subjected to two years of forced labour on March 29th, 2002.

Mr. Liu Xingping was born on March 5th, 1972. Mr. Liu used to be a policeman in Hetian City, Xinjiang Province. He had been arrested because he practised Falun Gong and was later fired from his job. On the night of July 15th, 2009, police broke into the apartment he and Cao Gongxun rented together. Both of them were arrested.

Mr. Zhou Qingfeng was born on June 18th, 1974. Mr. Zhou used to work in Liangang factory in Lidi city. He was arrested on January 26th, 2002 while distributing leaflets exposing the persecution of Falun Gong. He was detained at No.2 Detention Centre of Lidi City for almost a year before being sentenced to seven years in jail. He served the seven-year term and was released on January 26th, 2009. He was arrested again at home on July 15th, 2009.

Mr. O Yangzhong was born on January 12th, 1950, Mr. O had a private clinic in Lianbin W. Street, Lidi City. His wife Yuan Qidi was from Xinhua County, near Lidi. They have three children, and two of them are still in kindergarden.

Ms. Deng Lianzheng was born on December 14th, 1939. Ms. Deng was a retiree from Liangang factory. She had multiple diseases before practising Falun Gong, including lymph tuberculosis, which made her often vomit blood. All her symptoms disappeared within several months after she started practising Falun Gong. Her neighbours and colleagues all knew about her miraculous recovery.

Mr. He Jinlin was born on March 8th, 1977. Mr. He lived in Qiuhua Village of Hongshandian Town, Shuangfeng County. On September 9th, 2009, when he rode his motorcycle for rent, a plainclothes police hired him to go to a place for fishing. When they arrived at the remote place, he was arrested by police waiting there in a police car. He was detained at No.1 Detention Centre in Lidi City. His wife was going to have a baby in October. He came back home from Guangdong Province, where he worked, in order to take care of his wife. However, he was deceived and arrested.

Ms. Li Zaiying was born on February 27th, 1942. Ms. Li is a retiree from the public transportation corp. of Lidi City.

Ms. Xue Guirong was born on June 26th, 1936. Ms. Xue lived in the residential compound of the Lidi City Commercial Bureau.
