Police Official Mr. Zhang Xian Repeatedly Persecuted Over the Last Eleven Years for Practising Falun Gong

Falun Gong practitioner Mr. Zhang Xian received numerous awards for his outstanding performance as a household registration police officer in Langfang City, Hebei Province. However, such a good person who does things according to the principles of Truthfulness-Compassion-Forbearance has been constantly subjected to harassment, kidnapping, extortion and detention during the more than ten years the Chinese Communist Party (CCP) has persecuted Falun Gong.

Mr. Zhang Xian, 38, graduated from Hebei Province Police Academy. In July 1995 he began to practise Falun Gong. He benefited greatly from Falun Gong and holding himself to the principles of Truthfulness-Compassion-Forbearance, he conducted himself as a good person. He was transferred to a police station to work as a household registration officer in1996. At the end of 1998, he was named the best household registration officer in Langfang City. He was also awarded in early 1999 by the provincial government.

After Falun Gong's peaceful petition on April 25th, 1999, the police department head put pressure on the police station and the police station head went to Zhang Xian’s parents and demanded that his family force him to give up his faith. As farmers, Mr. Zhang’s parents experienced the terror of the Cultural Revolution; therefore, they have a deep fear of the CCP. They forced Mr. Zhang to write a guarantee letter renouncing Falun Gong and handed over his Falun Gong books. Later, officers from the State and National Appeals office stated publicly in the media, "there is no objection to practising Falun Gong." Because of believing in the principles of Truthfulness-Compassion-Forbearance and the yearning for trust the government, Mr. Zhang resumed participating in Falun Gong morning exercises.

The head of the police department once again went to Mr. Zhang before July 20th, 1999, and told him to choose between his job and his spiritual belief. Because he chose to believe in Falun Gong, Mr. Zhang was detained in his unit and could not go back home. At the end of 2000, because of practicing Falun Gong, Mr. Zhang was demoted to study at Cadres Training Division of the Langfang Police Department. During the 2001 New Year holiday, Mr. Zhang went to Beijing to appeal for Falun Gong. By the end of April that year, he was dismissed from the police force.

Mr. Zhang went to Pingan Insurance Company, Langfang Branch, to be trained for a new job in May 2001. However, guards from the Xianghe County Police Department went to the insurance company to interfere. Even though Mr. Zhang was qualified, he was not allowed to have the job. Later, when he went to a friend's factory to work, the police from the Xianghe County Police Department went to the factory and interfered again and he was fired.

At the end of 2001, after Mr. Zhang went back home, he was reported and taken to a brainwashing centre run by the county 610 Office (an organisation of special agents just for persecuting Falun Gong).

Before the Chinese New Year in 2003, Mr. Zhang was returned to the county brainwashing centre because he copied Falun Gong materials. He was “fined” five thousand yuan1.

From 2001 to 2003, Mr. Zhang was brainwashed and was coerced by 610 officers into participating in persecuting Falun Gong practitioners in Qian Village. He repeatedly expressed his apologies to those who were persecuted. He was overwhelmed with deep remorse and shame.

In June 2004, Mr. Zhang was sent to the brainwashing centre in Langfang again. Later Han Zhiguang from the brainwashing centre and the guards from the Xianghe Domestic Security Team detained him for one month and blackmailed him for five thousand yuan. They stole an additional two thousand yuan from him.

On October 28th, 2005, Mr. Zhang was picked up again by the Domestic Security Team. They took away his computer and then sentenced him to two years in a forced labour camp. The camp guards put him into a solitary confinement cell. One prisoner stayed in the room with him, monitoring him 24-hours a day, along with several accomplices. They only allowed him to rest from midnight to 6 a.m. He was ordered to sit on a small stool facing the wall.

On the night of Dec. 14th, 2005, guards Zhang Li and Dong Xinguo led a gang of guards to the adjoining room. There were a couple of bunk beds in the room with a broken sofa in between. The guards forced him to sit cross-legged for two hours. When Mr. Zhang wanted to put his legs down, guard Dong Xinguo punched him in the mouth. The guards jumped on Mr. Zhang and beat his mouth and face. Mr. Zhang’s mouth was beaten bloody. Several people came and stomped on Mr. Zhang’s leg, and then removed the sofa between the two beds. Mr. Zhang was put between the two beds. Two guards grabbed his arms and pulled them in opposite directions, binding them to the bedposts. One person standing behind him grabbed his head, and a person in front of him sitting on the sofa stomped on Mr. Zhang legs.

On May 29th, 2008, while Mr. Zhang distributed Shen Yun Performing Arts CDs, a patrol from the Xianghe County Police Department snatched him off the street and he was once again taken to the Shijiazhuang Forced Labour Camp.

In early 2009, Zhang Xian, Li Shitou, Xin Baodong and Zhang Xigong (seventy-year-old) and other practitioners were detained in a solitary confinement cell. Li Shitou and Zhang Xian have been kept in a solitary confinement cell for nearly one year, and were forced to read and write articles slandering Falun Gong.
