Falun Gong Practitioner Mr. Pei Yanqing from Qinglong County Tortured to Death in Qinhuangdao City Forced Labour Camp

Falun Gong practitioner Mr. Pei Yanqing lived in Qinglong County of Qinhuangdao City, Hebei Province. While detained at the Qinhuangdao City Labour Camp, he was tortured until he was on the verge of death. His chest was blackened with bruises, and he lost control of his bodily functions, both bladder and bowels. To avoid responsibility for Mr. Pei's death, Mutoudeng Town officials sent him home. Four days later, Mr. Pei passed away on February 20th, 2011.

Mr. Pei lived in Shandong Village of Mutoudeng Town in Qinglong County. He went to Dahenan Village to clarify the facts about the persecution, going from house to house around 9 a.m. on September 1st, 2010. When he arrived at the home of Zhu Hongwei, Zhu refused to accept any information and reported Mr. Pei to the police.

Mutoudeng Police Station agents arrested Mr. Pei and took him to the police station for interrogation. They ransacked his home and confiscated all his Falun Gong books as well as informational materials. Wang, a relative of Zhu, acted fiercely and urged the police to charge Mr. Pei with crimes.

Qinglong County Domestic Security Division agents came to Mutoudeng Police Station around 3 p.m. to interrogate Mr. Pei. He remained steadfast in his belief and refused to yield. Urged by Zhu and Wang, domestic security division agents sent Mr. Pei to the Qinglong County Detention Centre at 6 p.m.
Only two days after this arrest, Mr. Pei was sentenced to one and a half years of forced labour on September 3rd, 2010. On the same day, he was sent to the Qinhuangdao City Labour Camp (located at Xizhangzhuang), where he was eventually tortured to death.

Prior Abuse Suffered by Pei Yanqing

Mr. Pei went to Beijing to appeal against the persecution of Falun Gong in November 2000. After returning, he was arrested by police agents five times and kept at the Qinglong County Detention Centre. The length of his detention terms varied and were up to 75 days. The guards tortured Mr. Pei in many ways during his detention. For example, guards handcuffed him and then chained his feet across the handcuffs, in order to cause him great pain. The guards also forced him to run laps inside the detention centre. In addition to beating him and kicking him, four guards raised him high and then threw him to the ground repeatedly. Guards also beat him with a special whip made of barbed wire, causing injuries and bleeding. After several days of torture, Mr. Pei lost consciousness. Only when he was unconscious were his handcuffs and chains removed, and he was sent to the hospital. Nonetheless, detention centre head Wang Jin said Mr. Pei was pretending to be sick and struck him twice with a shovel. After being called to pick him up, Mr. Pei’s family found wounds all over his body. Other people participating in the persecution include Zhang Xi (deputy head of Qinglong County Police Department) and Wang Jin (detention centre head).
