Li Xuemin, Chinese Communist Party (CCP) secretary of Qinglong Manchu Autonomous County, Qingdao City, Hebei Province, ordered the government offices of different levels to arrest more than ten practitioners and force them to undergo brainwashing.

CCP officials went to the home of husband and wife Mr. Chen Youtian and Ms. Guo Kunlan in Hetaogou Village of Dawulan Township, several days before December 13th. They went to harass the couple, but the practitioners criticised the officials instead. The officials left without achieving anything. Afterwards, Mr. Chen and Ms. Guo called Lu Yinchuan, the deputy head of Qinglong County, and tried to explain the facts about Falun Gong to her. When she asked for their names, they told her.

Lu Yinchuan and officers from the Qinglong County 610 Office (an organisation of special agents just for persecuting Falun Gong), the national security team, the police department, and Dawulan Township Police Station went to Mr. Chen Youtian's home and ransacked it on December 13th. They confiscated many of Mr. Chen's personal belongings, including a computer, a printer, a mobile phone, DVD discs, and a personal bank book that totalled over sixty thousand yuan1. They also arrested his wife, Ms. Guo Kunlan. Mr. Chen was not home at the time and has now been forced into homelessness to avoid further persecution.

The officials used Ms. Guo 's mobile phone to get information on practitioners she had frequent contact with. As a result, more arrests were made.

Officers from Niuxinshan Police Station arrested practitioner Mr. Yang Zhiwen and ransacked his home at around 3:00 p.m. on December 17th. He is still detained in Zushan Town Police Station.

A group of government officials, including Zhou Dongsheng, 610 Office head; Liu Tiejun from the local police department; Li Yinqing from the national security team; and Zhang Wenyu, police chief of Qinglong County, broke into practitioner Ms. Liu Weijun's home on the evening of December 17th, and ransacked it. The shock and stress of the incident resulted in Ms. Liu needing to be taken to Qinglong County Hospital for emergency treatment. Her husband, Dong Lianyuan, was under police surveillance when he was taking care of her at the hospital.

Practitioner Ms. Shao Wenhui has also been arrested and her home was ransacked. Her personal belongings were confiscated.

The police broke into practitioner Ms. Shao Liqin's home and confiscated two personal computers and a printer. Ms. Shao Liqing had to leave home to avoid arrest.
