Tan Xinfeng was born in 1962. He is currently the Deputy Secretary of the Huaxilou Administrative Office in the Qiaocheng District, Haozhou City, Anhui Province. Tan had a reputation for being a local bully, so he was recruited to be a hired thug for the Huaxilou Administrative Office. Tan began his career by actively participating in the persecution of Falun Gong.

Beating and Verbally Abusing His Wife and Mother

Before Tan was recruited by the Huaxilou Office, he spent his time dining out, drinking heavily, visiting prostitutes, and gambling. His ex-wife used to run a printing company and had a good income. After Tan spent all her savings, he began to beat his wife and child because his wife could not support his spending habits anymore. Eventually, he kicked his wife and child out of the house and began dating another woman. Tan's mother was retired and lived in a separate house. Tan, in order to take over her house, many times beat his mother and eventually forced her out of her home.

Actively Participating in Torturing Falun Gong Practitioners

After Jiang Zemin, [former leader of China and instigator of the persecution] launched the persecution of Falun Gong in July 1999, Tan participated in the following and harassing of Falun Gong practitioners. He also assisted in arresting practitioners from their homes and putting them in brainwashing centres and forced labour camps. Tan arrested one practitioner and put her in prison, knowing that the practitioner's husband was in a long-term comatose state and that she had a child who was still in school, which left the woman's family in a dire situation.

Tan also followed two practitioners from out of town and arrested them for possessing Falun Gong materials. The two practitioners were sentenced to prison.

There was a disabled person who regained his health after practising Falun Gong. Tan arrested the practitioner multiple times and put him in a brainwashing centre and a detention centre. He also took away the the practitioner's disability pension.

Many practitioners, in order to avoid persecution from Tan, had to leave their homes and move from place to place so that they wouldn't be found.

According to Tan's colleagues, Tan has been rewarded by the Chinese authorities over the years for his active persecution of Falun Gong.
