Persecution Carried Out by Guard Yin Guijuan at Tumuji Forced Labour Camp in Inner Mongolia

Yin Guijuan, guard at the Tumuji Forced Labour Camp, frequently beats Falun Gong practitioners with electric batons, handcuffs them and hangs them up for long periods of time. She has instigated drug-addict inmates to beat practitioners. She has openly and directly told drug addicts and prostitute inmates that their sentences can be reduced if they beat practitioners. The harder they beat them, the more their sentences can be reduced.

On February 24th, 2009, to protest abuse from forced labour camp guards, Falun Gong practitioners Ms. Zhu Jinzhong (58 years old from Shunyi, Beijing), Ms. Zhou Yucui (54 years old from Miyun, Beijing), Ms. Li Yaqin, and Ms. Xu Huzhen (52 years old from Shunyi, Beijing) refused to wear prison clothes. Guard Yin Guijuan shouted ferociously, “Put prison clothes on Xu Huizhen!” Then several guards rushed over to Ms. Xu, forcibly took off her outfit and put prison clothes on her. Ms. Xu immediately took the prison clothes off. Yin then handcuffed Ms. Xu to the top of a bunk bed. Because Ms. Xu is tall, her feet were still on the ground, so the guards ordered inmates to put bricks under the rails of the bed to raise it.

Ms. Xu nevertheless explained the facts about Falun Gong to Yin and asked her, “Did you read the Nine Commentaries on the Communist Party? 1 One paragraph describes how a Falun Dafa practitioner was hung up. Aren't you knowingly committing crimes?” Yin then picked up an electric baton and shocked Ms. Xu on her head.

Ms. Li Yaqin wanted to go to the toilet because she had her period. But Yin didn't allow her to go and said, “Don't you say Falun Gong is good? You are not allowed to go to the toilet. You hold it.” Ms. Li then shouted loudly, “Falun Gong is good!” Yin picked up an electric baton and shocked her.

Yin Guijuan tortured Ms. Zhou Yucui with various means including electric shocking, being hung up while handcuffed (causing Ms. Zhou to lose sensation in her arms), severe beatings, forced to be outside in the scorching heat for long periods of time (causing high blood pressure), being locked in solitary confinement, being deprived of meals, and forced labour.

In June 2009, Falun Gong practitioners who were detained at the Second Brigade of the Tumuji Forced Labour Camp collectively refused to do forced labour and demanded the end of the persecution. Practitioners being detained at the First Brigade were then forcibly taken to do labour. Guards tortured practitioners using various means including beatings, hanging them up, and shocking them with electric batons. Guards Guan Lichun and Yin Guijuan handcuffed practitioners Ms. Zhu Jinzhong and Ms. Zhou Yucui to a bed where there were no blankets, but only wooden planks. Guards tied practitioners' limbs to the beds, sealed their mouths with tape, rolled their trousers up, and didn't allow them to go to the toilet. They were forced to relieve themselves in their trousers. The practitioners were tied up for several days.

Guan Lichun's husband is also a guard, in the male cells. He gave suggestions for his wife as to how to persecute practitioners. They persecuted practitioners Ms. Zhu Jinzhong and Ms. Zhou Yucui time and time again. Guards tied them to the death bed and didn't allow them to move. They had to relieve themselves in their trousers. Guards also hung practitioners up and then shocked them with electric batons, punched and kicked them, and used other methods to torture them again and again. Guards force-fed Ms. Zhu Jinzhong with salt water. Ms. Zhu ended up falling unconscious several times. Later, practitioners outside the forced labour camp wrote letters to the authorities to expose the guards' crimes. Some wrote letters to the prison guards to appeal against the persecution of Falun Gong.

Tumuji Forced Labour Camp is located at Zalaite Qi, Xingan Meng, in Inner Mongolia Autonomous Region. It has imprisoned practitioners from Hulunbeier City, Xingan Meng, Tongliao City, and Chifeng City. Before the Beijing Olympic Games, many Falun Gong practitioners from Beijing were transferred there and tortured.
