Ms. Song Guifen started practising Falun Gong in 1996. She has been frequently arrested since the Chinese Communist Party (CCP) began persecuting Falun Gong in 1999. She went to Beijing to appeal in July 1999. She was arrested and held at the Heizuizi Forced Labour Camp in Changchun City, Jilin Province, for one year.

On January 7th, 2001, Bai Shijie arrested Ms. Song and took her to the Criminal Investigation Team in the Huadian City Police Department. Officers handcuffed her to a wall, punched and kicked her, and smashed her head against the wall. She was also shocked with electric batons, and a plastic bag was put over her head to suffocate her. Ms. Song was later taken to the Huadian Detention Centre, and was then sentenced to two years in Heizuizi Forced Labour Camp. Her eyesight deteriorated significantly and her vision became blurred.

Jin Zhexian and two other officers followed Ms. Song for a few days in February 2003. She was arrested at the Fengshou residential area in Huadian on February 14th, 2003, and was sentenced to two years of forced labour again. While she was held in the detention centre, Liu Bo, head of the detention centre, ordered her to wear a prisoner's uniform, but she refused. Liu then had her placed in foot shackles, which weighed almost 20 kilograms. When Ms. Song went on a hunger strike to protest her persecution, Liu ordered a dozen guards and inmates to repeatedly force-feed her. Liu shouted, “Force-feed her hard. If she dies, we'll call it a suicide.” After the force-feeding, they opened the window, exposing her to freezing cold air.

Officers from the Qixin Street Police Station broke into Ms. Song's family's mobile phone store on October 20th, 2006, in an attempt to arrest her, but were unsuccessful. Yu Xiaoqiang, head of public security in the Huadian Police Department, also failed to arrest Ms. Song on August 12th, 2009.

When Yu Xiaoqiang led officers to Ms. Song's home on November 26th, 2010, she was not there, so they arrested her husband, a non-practitioner, and detained him for the night. Yu Xiaoqiang and Yang Baolin, head of the Huadian 610 Office (an organisation of special agents just for persecuting Falun Gong), later arrested Ms. Song at her relative's home on November 29th, 2010. She was detained at the Jilin City Detention Centre. Despite her high blood pressure, they refused to release her to seek medical attention. Ms. Song is currently on a nine-day hunger strike to protest her persecution. Her family is very concerned about her health.
