Heavy-Handed Retaliation Follows the Exposure of 610 Office Plan to Defame Falun Gong at Shanghai World Expo

Background

The World Expo opened in Shanghai on May 1st, bringing crowds of people and a huge inflow of information. The 610 Office (an organisation of special agents just for persecuting Falun Gong) exploited the Expo as an opportunity to further defame Falun Gong. The 610 Office internally circulated a "classified" seven-page document entitled "Preaching Guidelines." The existence of this report, which is in effect a blueprint for the propaganda blitz to be used against Falun Gong during the World Expo, was made public on the Minghui website Minghui website [Chinese version of Clearwisdom.net] in late April.

The "Preaching Guidelines" document has reportedly been distributed in multiple formats and under different titles to all branches of the 610 Office in China. The Minghui website was able to obtain a copy of the version of the report issued by the 610 Office in Qianxi, Hebei Province. It came in the form of a memo entitled, "Leadership Committee Office Guidelines for Prevention and Response to Cult-Related Issues during Shanghai World Expo." Swift and Heavy-Handed Reaction

After the Minghui website exposed the existence of the "Preaching Guidelines," the entire 610 Office system was thrown into a panic. Officials tried hard to cover it up and took a series retaliatory actions. The central government, the provincial government and the local municipalities all sent their "supervision team" to Qianxi to manipulate the 610 Office, the domestic security division and the local police stations to viciously harass Falun Gong practitioners and others in Qianxi. Three female practitioners have been detained to date and are facing trial.

On June 18th, Wang Zhixin and Ma Yinfeng were arrested under the accusation of "illegal possession of state secrets." Before then, Chen Lihong was also arrested under the accusation of "using cult organisation to obstruct the implementation of law". The "notice of arrest" failed to list the name of the case officer, who is reportedly Wang Liangong, deputy section head from Qianxi Procuratorate.

On July 6th, family members of the arrested practitioners hired defence lawyers Zhang Chuanli and Lan Zhixue from Beijing. That afternoon, the lawyers went to the Qianxi Domestic Security Division, but they were told the cases had been transferred to the prosecution section of the Procuratorate. They went to the prosecution section, and after some negotiation they managed to see Wang Zhixin late that day. The next day they went to Zunhua Detention Centre to see Ma Yinfeng. At first, they were refused. The lawyers had to make four or five phone calls to the prosecution section and Ma Yinfeng's family had to ask for help from their acquaintances. In the end they were able to see Ma Yinfeng. The lawyers also managed to meet with Chen Lihong at Qianxi Detention Centre.

610 Office used all means to harass, threaten and kidnap people and search their homes

The Minghui report exposing the "Preaching Guidelines" was published on April 22nd. The evidence it provided of Central 610 Office behind the scenes manipulation in the persecution of Falun Gong is quite strong. Thus, Central 610 Office authorities were infuriated to learn that their secret plan had been exposed and demanded that their subordinates at various levels find out how it happened.

The Qianxi 610 Office set up a special team to investigate the case consisting of personnel from the Domestic Security Division and Criminal Investigation Division of Qianxi Police Department as well as local police. A large scale secret investigation was carried out and many people were subjected to threats and harassment.

During the investigation, Zhao Yong, then Party Secretary of Tangshan (currently deputy governor of Hebei Province) issued instructions three times demanding a thorough investigation of the incident. He also called in Wang Dongyin, the Party Secretary in Qianxi, and severely reprimanded him. From late April to early June 2010, the provincial governments and the municipality sent their "supervision team" several times to put pressure on Qianxi. The central Ministry of Public Security also sent its special team to a station in Qianxi.

On May 3rd, Xingcheng township government staff Mao Fengyong and his wife were kidnapped and their house was searched. Their computer and mobile phones were taken away. They were released at around 3:00 a.m. the next day after being extorted of 5000 yuan1. The local police continued to harass the couple a number of times more.

At around 7:00 p.m. on May 3rd, more than ten police broke into Chen Lihong's house and kidnapped her. They took away their computer, printer and satellite receiver. Those who participated included Liu Jinying, Zhao Guoqi, Xu Zhigang, Wang Wei from the Domestic Security Division of Qianxi Police Department as well as personnel from the Criminal Investigation Division. This is the sixth time Chen Lihong has been arrested since 1999.

On May 12th, Ma Yinfeng, her husband Lu Zuojin and Wang Zhixin were arrested. Ma Yinfeng was arrested as soon as the passenger bus she was operating arrived in Tangshan. She was detained at Xinzhuang Township for two days before being transferred to Qianxi Detention Centre. Later the same day, she was transferred to Zunhua Detention Centre. Both her home in Xiluzhaung village and her rented residence in the county urban area were searched and robbed by the police. Wang Zhixin's house in the county urban area and her mother's house were also searched and robbed by the police. After the police found the house keys belonging to Ma Yinfeng and Lu Zuojin, more than ten police went to the residential area where they each rented a house and attempted to unlock their houses. They encountered resistance from neighbours, however.

Officials in Qianxi, especially those who had access to the documents and their family members were questioned one by one, again and again. In a short period of seven days, seven people were arrested (Mao Fengyong and his wife, Lu Zuojin and his wife Ma Yinfeng, Chen Lihong, Wang Zhixin and her husband) and six residences were searched. The officials even followed, questioned and threatened their children. Some neighbours' homes were also broken into in error.

Three female practitioners are still detained

Wang Zhixin, 28 years old, is an office head of Xinzhuangzi township in Qianxi. In 1996, when people in her village started practising Falun Gong, her mother joined in. Not long after, all her illnesses disappeared. Later, Wang Zhixin also started practising Falun Gong and followed the principles of Truthfulness-Compassion-Forbearance in her daily conduct. After she graduated from university in 2005, she came to work in the local township government. She works very conscientiously and demonstrated outstanding work ability. She was chosen as an advanced worker every year. All her colleagues were shocked by her arrest: How could such a nice person be arrested?

Ma Yinfeng, 46 years old, is from Donghuayuan Township, Qianxi. She works as a bus conductor on the passenger bus from Qianxi to Tangshan. When Ma Yinfeng married Lu Zuojin, Lu Zuojin was still serving in the military. A year after she gave birth to their child, she became sick and could not do anything. She had to leave the care of their child to the grandparents. The family's small income was mostly used on medicine and they were really struggling financially. Lu Zuojin did not complain and took care of her and brewed herbal medicines for her every day. She was feeling really low at that time. Her sickness went on for seven years. In the summer of 1996, she began to practise Falun Gong. Since then, she was kind to everyone around her and her health recovered dramatically. She could do all kinds of household chores and their house was once again filled with happiness and laughter.

Chen Hongli, 38 years old, is from Xingcheng township. When she first met her husband, her husband had just lost his wife who had passed away due to illness, leaving behind a five-year-old son. After they got married, she gave birth to a daughter. In 1997, Chen Hongli started to practise Falun Gong. When she learned that her husband's former wife's father became sick, she brought him to their house to look after him with great care. All her neighbours were touched by her action, saying they had never seen anyone being so kind. However, such a kind person has suffered numerous inhumane treatments since 1999. This is the sixth time she was kidnapped and detained.

The three female practitioners mentioned above have been detained for three months to date. Currently, Wang Zhixin and Chen Lihong are detained in Qianxi detention centre, while Ma Yinfeng is detained in Zunhua Detention Centre. Their family members have not been able to see them all this time. Wang Zhixin's one-year-old daughter has to be cared for by her grandma. When her dad and uncle took her to see her mom in the detention centre, they were rejected by the police. Chen Lihong's family and other villagers only managed to see her once after making great efforts.
