Mr. Liu Peng Abused at Tilanqiao Prison in Shanghai

Falun Gong practitioner Mr. Liu Peng from the Minhang District, Shanghai was recently tortured at Tilanqiao Prison in Shanghai. Family visits were forbidden for a while. When the family eventually met with Mr. Liu, they discovered that he had been injured.

Mr. Liu was transferred from Prison Ward 2 to Ward 6 in June. Every two years, officials generally rotate the prison wards where they hold Falun Gong practitioners who refuse to give up their belief. Visiting day in July for Ward 6 was on the 13th, but Mr. Liu's family was forbidden to visit him that day. The prison officials finally relented to the family's many appeals, but postponed the visit until July 27th. The family was worried and still went to the prison on July 13th. The guards in Ward 6 did not allow them to meet Mr. Liu and instead lied to the family, telling them that the visitors were divided into two groups and their visit was arranged for the second group on July 27th.

When the family went to the facility on July 27th they discovered that they were the only visitors there. When they finally saw Mr. Liu, they noted injuries on the back of his hands and on his neck. The prison guard was nervous and stayed next to them with a voice recorder to closely monitor them. The reason for delaying the visit became obvious to Mr. Liu' family - to wait until the obvious effects of the brutal beatings they had subjected Mr. Liu to had lessened. They clearly were afraid of the family noticing and exposing this outrage to the outside world.

The police arrested Mr. Liu in February 2008. He eventually went on a long-term hunger strike to protest the detention. Mr. Liu is so weak that he was in a wheelchair when he was brought out to meet the family. Mr. Liu's family is very worried about him.
