Wuchang Boya Western Medicine Dental Clinic was seized and demolished by China Ship Research and Design Centre (No. 701 Institution), causing huge economic losses. Ms. Wang Xiaoming, the clinic administrator, filed a lawsuit against the No. 701 Institution. However, Shouyilu Police Station and the 701 Institution worked together to apprehend her and have her admitted to a brainwashing centre just because Ms. Wang practises Falun Gong.

Event review:

In 2006, without the consent of the Wuchang Boya Western Medicine Dental Clinic, the No. 701 Institution signed a private agreement to compensate the landlord for the demolition of the clinic building. The No. 701 Institution then informed the clinic about taking over their building and refused to offer any compensation. The electricity and water were both cut off, so the clinic could no longer operate.

On April 5th, 2006, the No. 701 Institution seized the building and filed the dispute with the Wuchang Court. On April 23rd, 2006, while the case was being tried, the institution hired thugs to break into the clinic with axes, vandalising the entire building and damaging all the equipment and medications. Ms. Wang, the clinic administrator, called the police when she heard about this, but the officers at Shouyilu Police Station didn't show up until the thugs had already done their damage and left. Two officers came to make inquiries, recorded everything, and left. Right after the police left, the thugs came back again and continued to destroy everything, completely demolishing the building.

When the institution found out that the court was going to reject the case, several police officers said that they didn't need to worry because Ms. Wang was a Falun Gong practitioner and the Communist Party was persecuting Falun Gong practitioners. They also suggested that they vandalise the building further at night.

On the night of April 25th, 2006, while the case was still in court, the No. 701 Institution used a heavy-duty forklift, creating more damage and demolishing the entire clinic building. All the medical equipment and medications inside the building were buried, resulting in an economic loss of over 200,000 yuan1.

In 2009, Ms. Wang filed a lawsuit against the No. 701 Institution. The institution immediately went to Shouyilu Police Station to counter file against all the allegations. On July 3rd, 2009, the police station provided falsified records of the request to the court in order to cover up the institution's crime.

On April 25th, 2010, the dental clinic sent correspondence to the appropriate departments of Wuhan City and Hubei Province in order to uncover the falsified records that the police station provided the court. On May 24th, He Shuisheng and Su Jing, members of the Discipline Commission of Wuchang District Police Department, told Ms. Wang on the phone that the record of inquiry provided by the police station was legitimate. The Wuchang District Police Department is therefore also involved in the perjury.

Later, Ms. Wang continued to appeal to higher authorities but received no response. On July 2nd, she was contacted and told to go to Shouyilu Police Station. At 8:00 a.m. on July 6th, Ms. Wang went to the police station to retrieve the response to her petition. Around 10:00 a.m., on her way back to the clinic, she was seized. It was later learned that officers from Wuchang Police Department, one known as Chen Dong, were responsible for taking her away.

At this time, Ms. Wang Xiaoming is being detained in the Legal Education Centre of Hubei Province, which is actually a brainwashing centre.
