Falun Gong Practitioners Mistreated at Forced Labour Camp in Chaoyang City, Liaoning Province

There are currently ten Falun Gong practitioners imprisoned at the Xidayingzi Forced Labour Camp in Chaoyang City, Liaoning Province. Five are in Division 2 and the rest are in Division 5. All are being subjected to extended hours of forced labour.

Xidayingzi Forced Labour Camp have been purchasing detainees from Beijing Forced Labour Dispatch Division since May 2009, to be slave labourers. Each purchase consisted of 40 people at a cost of 800 yuan1 each. Beijing Forced Labour Dispatch Division also sells the detainees to other places such as Inner Mongolia. Practitioner Ms. Ran Fengyun from Chongqing was sentenced to two years of forced labour in Beijing and was then sold to a forced labour camp to Inner Mongolia. Practitioners who have been sold from Beijing to Chaoyang City include Liu Wen (from Zhuozhou, Hebei), Xing Yixin (from Chengde, Hebei), Li Qian (from Dezhou, Shandong), Liu Xingdong (from Heilongjiang Province), Wang Qipu (from Zhangjiakou, Hebei), Hu Qing (from Guizhou), Zhang Xiaodong (from Urumqi, Sinkiang), and Zi Hongtao (from Yichun, Heilongjiang).

Since the beginning of this summer, practitioners and regular detainees in the forced labour camps in Chaoyang have been subjected to extended hours of forced labour. Some fireworks factories in Chifeng City, Inner Mongolia co-ordinate with the forced labour camps for the production of fireworks. Every day, the forced labourers get up at 5:00 a.m., eat breakfast in a hurry and work from 6:30 a.m. to 6:00 p.m. They are allowed only one 30 minute break for lunch. They have to work for more than 11 hours per day, 7 days a week. The working conditions are extremely poor, with air pollution and harsh noise. Standing for such a long period of time causes swelling and pain in the workers' legs. Maintaining the same posture for long periods of time causes severe pain in the back, arms and other parts of the body, so much so that it makes sleep difficult.

Forced labour camps co-operate with illegitimate companies to supply forced labourers (i.e. practitioners) cheaply. More or less, the benefits to the labour camp officers is related to the product income. To obtain more income, the forced labour camp officers force workers to work overtime. According to the regulations of the Ministry of Justice, forced labour workers can't be made to work for more than six hours per day, six days per week. The forced labour camps don't abide by these written regulations at all. They deceive the outside world and the international community by calling this inhumane slavery "practising skills," and claim that these labourers are getting paid. At the Chaoyang Forced Labour Camp, people are forced to work for four to five hours every day, but are compensated only 7 yuan per month. In addition, the forced labourers must buy daily necessities, and the cost of these are deducted from their monthly allowance.

Labour protection does not exist in the forced labour camps. In the workshop, where the air is thick with dust and the noise is harsh, workers are not provided with breathing masks. After a long day of work, their respiratory systems are congested with dark red mucous. In addition, people are not provided with adequate food. They are given only steamed corn sponge cakes for two meals and steamed wheat buns for the last meal of the day. For several months, the same items are provided in which there is more liquid but less solid food.

At times, Liaoning Forced Labour Bureau conducts inspections, which consist of superficial glances and the inspectors leave after having dinner. The guards in the forced labour camps dare to commit crimes and break the law because these actions are supported by the ruling Communist regime.
