About 16 officers from the Beicheng Police Station, along with four undercover agents from the Baoding Domestic Security Division, the division's head Yang Changhai, and political head Su Wenhao, arrived in six vehicles and surrounded Huixianju Restaurant in Gaobeidian City at 5:30 p.m. on June 12th, 2010. Mr. Wang Tieqiang, who owns the restaurant, was arrested and detained at the Beicheng Police Station. He was transferred to a detention centre the next morning.

The officers also ransacked Mr. Wang's home and the restaurant, smashing the windows of the storage room, prying open all the locks, and breaking and confiscating many of Mr. Wang's personal belongings. They also ransacked the residence of Mr. Wang's neighbour.

Mr. Wang has been repeatedly persecuted since the Chinese Communist Party initiated its campaign against Falun Gong on July 20th, 1999. He was first arrested on July 22nd, 1999, when he went to Beijing to appeal for justice for Falun Gong. After being detained at the Luxi Police Station in Gaobeidian City, he was transferred by Guo Junbo, head of the police station, to a detention centre for an additional eight days.

On September 20th, 2000, the head of the Beicheng Police Station told Mr. Wang to come to the Tuanjie Street Police Station for administrative purposes. When he arrived there, however, he was detained and forced to attend a brainwashing session. He was released ten days later, after Zhang Lisuo, the head of the Tuanjie Street Police Station, forced him to pay 2,000 yuan1. Two days later, he was arrested again and detained at a shooting range for 20 days. He was released after paying another 3,000 yuan.

Guo Junbo and several other officers from the Luxi Police Station broke into Mr. Wang's residence, arrested him, and detained him at the shooting range again on May 8th, 2001.

Zhao Jun and Zhao Kejun had officers surnamed Xu and Liu, along with several others, drag Mr. Wang out of bed in the middle of the night and beat him all over his body. They then proceeded to strike him with rubber-covered clubs until he passed out. When Mr. Wang awoke, he was tied to a metal bed and bruised all over his body.

He was also forced to view DVDs defaming Falun Gong every day for three months. He was released after officials extorted 6,600 yuan from his family.

The police also broke into Mr. Wang's residence on July 20th, 2003, while Mr. Wang was not home. He then decided to leave his home for a period of time to avoid being arrested again.

In late November 2004, various officials, including the head of the Gaopaidian City 610 Office (an organisation of special agents just for persecuting Falun Gong), Zhu Lixin, Zhao Kejun, Zhao Jun, Zhang Sijun, and officers from the Luxi Police Station, broke into Mr. Wang's residence and arrested him once again. When his nephew protested, officials accused him of interfering with the government's affairs and took him to the Gaobeidian Detention Centre. Mr. Wang was detained at the shooting range for more than two months, despite his family paying officials thousands of yuan for his release. He was finally released on the eve of the Chinese New Year, when his family paid Zhao Keqiang from the 610 Office an additional 10,000 yuan.
