Shot by the Police and Sent to Jail for 14 Years of Torture

Falun Gong practitioner Mr. Jiang Honglu worked at the Department of Highway Administration. He was shot by policeman Meng Qingqi in Mishan City on February 12th, 2002. He was sentenced to 14 years in prison. Mr. Jiang was sent to Hada Prison in Jixi City in 2003 and in July of that year was transferred to Mudanjiang Prison.

Mr. Jiang's muscles have atrophied, and he became very sick due to the long term torture. Now he cannot eat or sleep well, and is skin and bones. He cannot catch his breath when he walks. His family has been negotiating with the prison, but prison officials have been reluctant to talk and are refusing to release him.

Arrested and funds extorted from Mr. Jiang in 1999

The government's persecution of Falun Gong began in 1999. Meng Qingqi, section head of Politics and Law at Mishan Police Station, followed by a dozen police officers, went to Mr. Jiang's home on October 6th, 1999. Showing no identification, they combed through his home and confiscated a video player worth nine hundred yuan1 and other personal belongings. They put Mr. Jiang and his wife into detention for more than a month. They only agreed to release them after extorting 12,000 yuan from them. When Mr. Jiang went to the authorities to report this, they told him, "This is in accordance with the central government's orders. If you don't feel this is correct, just go to Beijing and appeal." Mr. Jiang went to Beijing on December 1st, 1999. He was arrested by the Qianmen Police Station in Beijing and later sent to Mishan Detention Centre. He was interrogated by Meng Qingqi and beaten black and blue. He was then sent to Jixi Forced Labour Camp.

Meng Qingqi's illegal activities--persecuting practitioners and extorting funds--was exposed to the public. He was criticised by the local government and told to return all the money he had extorted. Thus, he had to return 8,000 yuan and a mobile phone, including the 4,000 yuan returned to Mr. Jiang. Meng was very angry about this, and since then he has harboured a grudge toward Mr. Jiang.

Shot and sentenced to a 14-year prison term in 2002

On February 12th, 2002, New Year's Eve in the Chinese Lunar Calendar, Mr. Jiang and another practitioner were walking down Dongan Street when they ran into Meng Qingqi, Du Yongshan, and other police officers. They recognised Mr. Jiang and drove after him. They jumped out of their car and dragged Mr. Jiang by his belt. His belt and clothes were torn. They started beating Mr. Jiang's head and face until he was bloody. Blood dripped onto his clothes and trousers. Mr. Jiang struggled to get up and ran south. Meng started to shoot at Mr. Jiang. He fired nine shots and hit Mr. Jiang's left leg. Based on the doctor's examination, there was a two-inch crack in his leg. When he fell down, Meng, Du, and others jumped on him and started to beat him brutally with their guns, electric batons, and boots. Due to the ferocious beating, he had a two-inch-long wound on his head. His face was disfigured, his left eye swollen, and eyes were bloodied. He could not open his eyes at all. Five stitches were needed to close the gash in his head.

The Chinese Communist Party-controlled court sentenced eight Falun Gong practitioners on October 23rd, 2002. The judge refused to let Mr. Jiang tell the facts. Instead, he threatened Mr. Jiang to admit he had attacked the police. Mr. Jiang refused. Police officers Liu Xiaohu beat Mr. Jiang in the courtroom. Liu's police number is 238675. Neither the judge, Li Lianchun; the deputy secretary in Mishan City, nor the more than 200 onlookers stopped the beating. When the other seven practitioners saw this and tried to stop the officer, judge Li Lianchun jumped up and shouted, "You are rebelling! You'll get severe sentences!"

Tortured in prison

Mr. Jiang was sentenced to 14 years. He was put in Hada Prison in Jixi City in 2003 and then transferred to Mudanjiang Prison in July. On January 20th, 2005, he refused to comply with the guards' orders, so he was sent to solitary confinement by Wang Wei, chief of the No. 3 Ward. The cell was only three or four square metres and was used specifically to torture people. There was an iron ring. Prisoners would be handcuffed and shackled and stuffed into this ring. They could not move at all. They could not stand up, kneel down, or lie down to sleep. They could only lean over and sit down. He was sent back to No. 3 Ward only five days before the Chinese New Year. Now he is emaciated.
