Ms. Jia Qiumei Arrested Again after Her Brother and Sister Died as a Result of Persecution

Between 5:00 and 6:00 a.m. on February 3rd, 2010, officers from the Domestic Security Division of the Hebei Forestry Bureau Police Department in Heilongjiang Province took Ms. Jia Qiumei to Harbin City and imprisoned her.

Ms. Jia lives in the 12th Wei of the Hebei Forestry Bureau. She cooks in the cafeteria of the Qinglin Forest Farm.

On January 20th, 2010, three officers came across Ms. Jia. One of them, Gao Chuntao, asked her, "Do you practise Falun Gong or not?" Ms. Jia replied, "Yes." In the afternoon of the second day, Guo Junshu, Li Peng, and a dozen other officers from the Domestic Security Division of the Hebei Forestry Bureau Police Department arrested Ms. Jia and held her at a detention centre. She was released four days later after she and her sister signed statements to renounce practising Falun Gong with Xu Guohua, the director of the Qinglin Forest Farm, as guarantor, and paid 2,000 yuan1 in bail money.

On February 2nd, Ms. Jia's mother was informed by the Domestic Security Division that she could get the bail money back. When she arrived at the detention centre at around 4:00 p.m, she was informed that Ms. Jia was imprisoned again. The guards told her that they could not let her visit her daughter per instructions from the Domestic Security Division. The division officers had gone for the day. They told her that she would have to try again the next day.

Early on the morning of February 3rd, Ms. Jia's mother went to the detention centre at 6:30 a.m. She waited until 8:30 a.m. before she met Guo Shujun of the Domestic Security Division. Guo said, "This is not my case, and I can't intervene. Your daughter was sentenced to forced labour. Check with the detention centre."

Guards in the detention centre said that Ms. Jia had already been transferred at 5:00 a.m. Ms. Jia's mother went to see the director of the police department but was told that he was not in. An officer came out and introduced himself as Mr. Sun and confirmed that Ms. Jia had been transferred.

Wang Zhihai, the political director of the Domestic Security Division, escorted Ms. Jia to Harbin City. Ms. Jia's family got the prison's address from him: 239 Xianfeng Road, Harbin City, and Wang gave them a phone number: 86-451-82415476. When they called, the person who answered the phone said that it was a hospital. He had no knowledge of Ms. Jia, and gave them another number, 86-451-82447045, where no one answered. Wang said that the Jiamusi Forced Labour Camp did not take female inmates anymore.

Ms. Jia's older brother, Mr. Jia Yongfa, was subjected to a year of forced labour for practising Falun Gong. His term was extended by a year. He suffered many forms of torture. He died as a result of the persecution on November 29th, 2001, at the Jiamusi Forced Labour Camp.

Ms. Jia's younger sister, Ms. Jia Dongmei, was arrested on August 1st, 2001. She was imprisoned at the Jiamusi Forced Labour Camp. After her prison term ended on July 31st, 2002, officers from the Hebei Domestic Security Division took her back to Hebei but kept her imprisoned. She was finally released when she was in critical condition. She died on May 19th, 2003, twelve days after her release.
