Report on the Persecution of Falun Gong Practitioners by Wang Jialin at the Jianshanjiang Farm Branch Office

Mr. Wang Jialin is the deputy secretary of the Chinese Communist Party (CCP) and the secretary of the Political and Judiciary Committee in the Jianshanjiang Farm Branch Office. Since July 1999 he has been actively following the Party line to persecute Falun Gong practitioners. The CCP's persecution policy is to label practitioners as political enemies, cripple them financially in any way possible, and destroy them physically. In short, the intent of the policy is to eradicate all practitioners. Wang has been personally involved in the planning of acts of persecution, in the use of different methods of torture, and in directing all departments under him to use whatever means at their disposal to persecute practitioners. The following are some examples.

1. Heavy fines and extortion

From 2000 to 2002, all practitioners who appealed to higher authorities for help or continued their Falun Gong practice were imprisoned, heavily fined, and extorted for more money. For those practitioners with a job, he would set up a direct deduction from their salary at a minimum of 5000 yuan1 to 10,000 yuan. Generally, for a family of two to three practitioners, he would demand 20,000 yuan or more for their release.

A partial report indicates that two of the agencies, Jianshanjiang and Seven Star Farm, have extorted over 20,000 yuan so far. The amount of extorted money from the other 14 agencies under Mr. Wang is not known.

2. Fired from jobs

All practitioners with a job who appealed to higher authorities for help or insisted on continuing with their practice were fired, including a military minister at Seven Star Farm, Yu Huaizhong; a teacher at the Third High School of Seven Star Farm, Zhang Shoufen; a typist at the Jianshanjiang Development Company, Zhang Yenqiu; a high school teacher from Juzhi High School in Jianshanjiang, Guo Yumei; a police officer at the Jianshanjiang Police Department, Yu Yinzhi; and two teachers at Qianjin Farm, Jiang Xinbo and Zheng Jie. These people chose to follow the principles of Truthfulness-Compassion-Forbearance and were held in high regard by their superiors and co-workers.

3. Sentenced to forced labour

Many practitioners with jobs who appealed to higher authorities for help or who were not willing to give up their practice or give up distributing fact sheets about Falun Gong were sent to forced labour camps. Over the last decade, more than 30 practitioners were sent to labour camps, some more than once. For example, Mr. Tian Baoyu was sent to a forced labour camp for two years in December 1999 because he appealed to higher authorities for help. After he had been home for only about three weeks, he was seen in the presence of two other practitioners and was consequently sentenced again to another three years. In March 2008, he was caught distributing truth-clarification materials in public and was sentenced by the Jianshanjiang Court to five years of forced labour. Currently, he is still in Lianjiangkou Prison in Jiamusi City.

4. Arbitrary arrest and imprisonment

Every year, whenever there is a special event, such as the Olympics, government meetings, dignitaries visiting Jianshanjiang, or the arrival of some art performing groups, the agencies under Mr. Wang will use it as an excuse to persecute Dafa practitioners. Over the last ten years the number of imprisoned practitioners has been close to 300. Some of the practitioners were imprisoned several times and the length of imprisonment has ranged from a few months to over two years. For example, Zhang Yuehua, a practitioner living at Qingdeli Farm, was imprisoned twice at Qixing Detention Centre for two years and three months.

5. Torture

Practitioners sent to Jianshanjiang Detention Centre and other farm detention centres were routinely tortured by agents from the 610 Office (an organisation of special agents just for persecuting Falun Gong). Qixing Farm in Jianshanjiang is also known as a brainwashing centre. In 2002, practitioners from both Jianshanjiang Farm Subdivision and Hongxinlong Farm Subdivision were sent there.

The practitioners held in detention centres were at times not allowed to eat or drink or go to the toilet. They were forced to read and watch materials that were critical of Falun Gong. When they refused to give up their practice, they were severely beaten. For example, Mr. Shan Chengping of Shuangyashan Farm, 60, was beaten until he was unable to move for several days; an elderly lady at 853 Farm had broken ribs; Ms. Wu Dongseng at 597 Farm lost four of her teeth when her face was slapped repeatedly; and Ms. Cao Xioufeng at the Seven Star Farm was hit in the face so hard that she remained disoriented for several days. Ms. Jiang Xinbo was detained in October 2009 at Jianshanjiang Detention Centre because she distributed Falun Gong DVDs. She was in handcuffs and fetters and her face was full of injuries due to beating by police officers. Another practitioner, Ms. Jin Jinzhe, who was detained at Qianjin Town Detention Centre, was forced to stand for long periods of time and not allowed to move. Any movement would lead to a round of beatings. She is now covered in injuries.

6. Interfering with the legal process

In 2008 the Jianjiangshan Court held a hearing for five practitioners--Tian Baoyu, Shi Mengwen, Chen Dong, Sun Yen, and Yu Fengxian--for distributing materials exposing the persecution of Falun Gong. A lawyer from Beijing hired by Shi Mengwen argued on legal grounds for their release, because no crime was committed. The court ignored the lawyer's argument and followed the direction of the CCP. All five practitioners were sentenced to terms of imprisonment ranging from three to five years. During the hearing, the court did not provide power to the lawyer's computer and inspected the documents that he carried.

At the end of 2009 and early 2010, a hearing in Jianshanjiang Court was planned for Ms. Jiang Xinbo, because she distributed Falun Gong DVDs. Her husband hired a lawyer from Beijing to defend her. The officers in the Jianshanjiang Political and Judiciary Committee did not want to confront the lawyer and told the officials at the Qianjin Farm School (where Ms. Jiang's husband works) to pressure her husband to dismiss her lawyer. Otherwise, he could be fired.

On January 9th, the police department in Qianjin Farm arrested Ms. Jiang's husband to further pressure him to dismiss the lawyer. Seeing no alternative, he finally did.

This report is just a small sample of the persecution going on in Jianshanjiang. Over the last 10 years of persecution, Wang Jialin has been the deputy secretary of the CCP and the secretary of the Political and Judiciary Committee in Jianshanjiang. He is the mastermind behind the persecution. He has done all the planning, directed efforts, prepared orders, etc. and has committed many crimes against Falun Gong.
