Recently, six practitioners from Puyang City, Henan Province were arrested, including Li Jinglan and Lin from Zhongyuan Petroleum Field, Liu Shaoping, Song Xiuzhen and Liu Yinzhen. Liu Shaoping, a woman in her 60's, has been arrested and detained on multiple occasions. She was previously detained for a year and six months in the Shibalihe Women's Forced Labour Camp in Zhengzhou City.

On the afternoon of January 18th, 2009, Zhongyuan Petroleum Field employee Li Jinglan, along with a practitioner surnamed Lin, were arrested by local policemen while distributing Falun Gong informational materials in the Wangshi High Tech Development Region. Police officers ransacked their homes, confiscated all of their Falun Gong materials, and held them in the Puyang City Detention Centre.

Liu Shaoping, Song Xiuzhen and Liu Yinzhen were explaining the facts about Falun Gong in the eighth district farmer's market of Zhongyuan Petroleum Field on the afternoon of January 21st, 2009, when officers from the Zhongyuan Petroleum Field Police Department, led by Sang Hu and Li Ming, arrested them. Their homes were ransacked, and all of their Falun Gong materials were confiscated. Another practitioner in her 70's (name unknown) was visiting her daughter at the petroleum field, and was arrested along with the others. Her son feared that she would die due to ill treatment by the police, and bribed the officials with 20,000 yuan1 for her release. The other three practitioners were detained and subsequently tortured at the Puyang City Huangfu Administrative Detention Centre.

Ms. Liu Shaoping, around 60 years old, lives in the eighth district of Zhongyuan Petroleum Field. On July 20th, 1999, the Chinese Communist Party (CCP) started the persecution of Falun Gong practitioners. Since then, Ms. Liu has been held twice at the Puyang City Detention Centre, for one month each time. She has also been forced to go through multiple brainwashing sessions.

In October 2007, Ms. Liu and three other practitioners were arrested and held in the Huangfu Administrative Detention Centre. After 15 days of detention, they were transferred to the Puyang City Detention Centre. After a few days, they were transferred to the Shibalihe Women's Forced Labour Camp of Zhengzhou City for a one year and six month term. In the forced labour camp, Ms. Liu was forced to undergo brainwashing, and was cursed at and beaten by the camp authorities and inmates. Her previously healthy body became extremely weak due to the ill treatment.

Ms. Liu's husband was subjected to the Chinese Communist Party propaganda for a long time, and was weary of the hardships he endured due to Ms. Liu's detainment and persecution. After the forced labour term, he divorced Ms. Liu and took most of the family property and money with him.

The Zhongyuan Petroleum Field 610 Office stationed agents outside Ms. Liu's home. Within a few days after her release from the labour camp, she was arrested again and taken to the Huangfu Administrative Detention Centre for another 15-day detention.
