On December 22nd, 2009, Jiang Cheng, the head of the Domestic Security Division at the Yi County Police Department, with approximately two dozen police officers from the Yizhou Township Police Station, stormed the temporary residence of Falun Gong practitioner Ms. Jiang Yanlin, of Tiexi Village, Chengguan Township, Yi County, Liaoning Province, and arrested her. Prior to her arrest, Ms. Jiang had been forced to leave her home and live as a fugitive for more than five years.

Ms. Jiang started practising Falun Gong in the spring of 1999. Practising Falun Gong improved her health and purified her mind. Beginning in July 1999, when the Chinese Communist Party (CCP) started to persecute Falun Gong, Ms. Jiang was also persecuted by the CCP. This persecution caused tremendous mental, physical and financial hardship to her family.

On March 20th, 2001, when Ms. Jiang was visiting a friend, Zhang Yanfu, Director of the Political Security Department of Yi County, together with police officers Yang Zhanlin, Zhou Hualai and others, stormed the house, forcibly arrested Ms. Jiang and took her to the Political Security Department of Yi County. Officers interrogated Ms. Jiang for a long period of time while officer Zhou took notes. The local authorities set bail at 3,000 yuan1 and the following day Ms. Jiang was released. From that day forward, the township and county police constantly raided her home and harassed her.

One night in July of 2004, the director of the village Social Security Department together with officers Chen Fuzhi, Chen Nailian and others from the Chengguan Township Police Station, suddenly broke into Ms. Jiang's house. Her wisdom enabled Ms. Jiang to get away but the police ransacked her home and took away her computer, her printer and some personal items. None of these items have been returned as of the date of this article.

Frustrated by their failure to capture Ms. Jiang, the police intensified the harassment of her family. In order to avoid arrest, Ms. Jiang was forced to leave her home and live as a fugitive.

During the years that Ms. Jiang was away from home, the police regularly raided her house and harassed her family members. The police threatened her family and demanded that they find Ms. Jiang and send her to the police station. Meanwhile, a warrant was issued for Ms. Jiang's arrest and the police conducted an extensive search for her. After learning about these developments, Ms. Jiang was even more afraid to go home. Later, with the help of some fellow practitioners, Ms. Jiang was able to find a temporary place to live.
