In June 2009, Mr. Lu Yunlai, from Zhengzhou City, Henan Province, was tortured and became emaciated. He was released for medical treatment after being diagnosed with late stage cancer.

At approximately 5:00 p.m. on September 20th, 2008, Wang Ting and several officers from the Shakou Road Police Station, broke into Mr. Lu Yunlai's home, ransacked it and arrested him and his wife. Mr. Lu Yunlai was imprisoned in the Matou Detention Centre in Jinshui District. After one year of forced labour he was transferred to the Baimiao Forced Labour Camp in November for further persecution.

In March of 2009, Mr. Lu Yunlai's health had significantly deteriorated because of having been tortured, but the guards refused to release him. At the end of July of 2009, Mr. Lu Yunlai developed fluid in legs and abdomen (medical term: liver ascites), enlargement of liver and spleen, pulmonary tuberculosis, fluid between the layers of tissue that line the lungs and chest cavity (pleural effusion), and intestinal obstruction. He was then taken to the hospital for an examination. It was found that cancer cells had spread throughout his organs. He also had low blood pressure, anaemia and electrolyte disorder. The Baimiao Forced Labour Camp did not want to take any responsibility and asked his family to request that he be bailed out for medical reasons.

As of now, Mr. Lu Yunlai is unconscious and unable to take care of himself. He is incontinent and near death.
