Ms. Zhang Ying Brutally Tortured

Ms. Zhang Ying, 39 years old, is a resident of Shanghai. On September 8th, 2009, she was arrested by Wei Liguang, head of Chang Ning Police Station, and other officers while she was at her mother-in-law's home. When Ms. Zhang's father and mother-in-law asked why they arrested people and ransacked their homes without any legal documents, the police replied, "We arrest people first, then come up with the evidence later."

On September 23rd, 2009, Mr. Zhang Chuanli, a lawyer from Beijing whom Ms. Zhang's family had hired, met Ms. Zhang at Shanghai's Prison Hospital. Mr. Zhang Chuanli said, "The police officers behaved when they arrested you without any legal documentation." Ms. Zhang Ying said that when she was taken to Chang Ning Xianlu Road Police Station, she was hung up with her hands handcuffed behind her back and, by order of Wei Liguang, was then tortured by Zhu Fenming, Qian Jing, and other officers. She passed out many times from the pain.


Mr. Zhang Chuanli said, "Currently, Ms. Zhang cannot walk as a result of being tortured and is very weak. Her blood pressure is up to 140-200." Mr. Zhang Chuanli wrote a letter accusing the police of torture, according to Ms. Zhang Ying personal accounts, and let Ms. Zhang Ying's parents submit copies of the letter to the Public Security Bureau in Shanghai, the Chang Ning Procuratorate Judicial and Legal Section in Shanghai, and the Disciplinary Inspection Division of Chang Ning Police Station, to request an investigation to this matter. No one has yet replied.
