At around 4:00 p.m. on October 19th, 2009, the heads of the Jilin Prison Administration and Education Departments, Li Yijiao and Xu Zhanfeng, and wards, Yang Xiaotian, Yang Shuanghai, Li Yongsheng and He Yongsheng, organised a vicious attack on Falun Gong practitioners Shi Wenzhuo, Zhu Dexiang, Ma Desheng and Lan Dewu, all detained in the Third Brigade of the prison. They instigated and led criminals at the prison to persecute practitioners.

In October, several reports got out that the wards of Jilin Prison had repeatedly broken the law. Officers from the Jilin Provincial Higher People's Procuratorate and Changchun City Procuratorate went to Jilin Prison and made appointments with practitioners, including Mr. Shi Wenzhuo, to investigate. Following the visit, administration head Li Yijiao and education head Xu Zhanfeng found ways to threaten and retaliate against Messrs. Shi, Zhu Dexiang, Ma Desheng and Lan Dewu.

On October 9th, the prison placed Falun Gong practitioners and criminal inmates together and forced them to be "educated" (brainwashed). They kept everyone in a cold and damp hall; the temperature there was so low that even those wearing padded clothes felt chilled.

One prison brigade has several hundred people. Among inmates are patients with all kinds of infectious diseases. At this time there are frequent outbreaks of H1N1 influenza. However, prison authorities forced the prisoners to sit on the cold floor from 8:00 a.m. to 4:00 p.m.

Prisoners are forced to work from 6:00 a.m. until 5:00 p.m. They are then forced to "study" from 6:00 p.m. to 8:00 p.m., a common method to persecute the Falun Gong practitioners.
