Mr. Dai Guohe's Family Persecuted for Over Ten Years

Mr. Dai Guohe is 44 years old. He lives at Fuxing Village, Goulou Town, Hengyang County, Hunan Province. Over the past 10 years, Dai Guohe has been sent to forced labour camps three times. His father has been sent to a forced labour camp once. He has been arrested twelve times. The accumulated amount of time he has spent in detention is more than 1600 days or over five years. His home has been ransacked five times, and the police extorted 5,000 yuan1 from him. At this time, his daughter is being held in detention.

In 1998, Dai Guohe learned Falun Gong. In July 1999, because he and his father continued studying Falun Gong, their home was ransacked by the police. Police officers did not show any documents, they just broke into their house, forced open a locked cabinet, stole a video recorder, video tapes, Falun Gong books, and other items. Police also arrested and sent Dai Guohe and his father to a brainwashing centre run by the police, tried to force them to write a guarantee statement to renounce Falun Gong, and extorted a "cash deposit" from each of them.

In June 2000, Dai Guohe and his father went to Beijing to appeal. When they were still physically in Beijing, local police arrested Dai's mother as a hostage. When they returned home, Dai's father was held in custody for 15 days, and Dai was held in custody for 45 days. And, they were cheated out of 3000 yuan.

One day in September 2000, Dai Guohe rode a bike to Jibing Town market. He was stopped and was forcibly body searched by police chief Peng Zengmin. Peng found three recent articles written by the founder of Falun Gong on his person, and detained him for 15 days (preliminary detention limit is 15 days). Then, he was transferred to a detention centre and held for 30 days (the detention centre stipulates detention cannot exceed one month). He was then sent to jail for 16 days. Police forced Dai's brother, who does not practice Falun Gong, to write a guarantee statement on behalf of Dai, and Dai was released.

After 10:00 p.m. on January 18th, 2001, police officers, led by director Wu Jianjun of Hanyang County National Security Brigade, ransacked Dai Guohe's home, arrested Dai and sent him to the county police station. A few police officers beat and kicked Dai, and forced him to kneel on the floor. They handcuffed his hands to a window so the wind would blow on him. They also would not allow him to sleep. Eight police officers, organised into four groups and took turns interrogating him. On January 22nd, they held him at the detention centre. After a month, they sent him to criminal custody for 15 days. They did not stop there. They brought him to the police station where Wu Jianjun handcuffed Dai's hands behind his back and to a door knob, and forced him to tell the source of the truth clarification material he was passing out. Dai was also held at the detention centre for over six months, He was released on August 2nd.

On September 19th, 2001, Dai Guohe distributed information about the persecution in Gaofeng Village and was reported. Police chief Peng Zenmin and his gang arrested him. He was sent to a forced labour camp for a year. Because he refused to be "transformed2", Changsa Xingkaipu Forced Labour Camp extended Dai's prison term for four more months. At the forced labour camp, he suffered all sorts of torture. On January 20th, 2003, he went home.

On September 13th, 2004, Dai Guohe and his family were working in a field. Over ten police officers from the county and local police stations ransacked Dai's house. They arrested Dai's father and detained him. Dai escaped at the time. They then checked all traffic passing through and searched at bus stops looking for him.

One day in May 2005, Dai Guohe and his family were planting rice in the field. The deputy county magistrate was trying out pre-election polls. His team organiser talked to Dai Guohe for a short time. The deputy county magistrate then called the police station. The police again ransacked Mr. Dai's home. However, Mr. Dai once again avoided capture.

On May 29th, Dai Guohe was planting rice. In the evening, national security brigade officer Wu Jianjun ransacked his home and arrested Mr. Dai and his father. In three days, they were sent to a forced labour camp (they decided the sentencing first, then arrested them). Mr. Dai's father was sentenced to a one year prison term. Mr. Dai was sentenced a fifteen month prison term. With both of them in the labour camp, there was no one to take care of their crops.

On February 10th, 2007, Dai Guohe posted fliers on electricity poles at Jibing Town and was reported. Police chief Liu Xiangdong of Jibing Police Station arrested him. Mr. Dai was again sent to a forced labour camp for one year.

After 10:00 a.m. on July 20th, 2007, seven or eight officers from the village, town and police station went to Dai Guohe's home and stole books, CDs, and other materials. After 10:00 p.m. on the same day, they again ransacked Mr. Dai's home, and stole a computer, a printer and other items. They arrested Dai Guohe's daughter and his father. Dai Guohe escaped. Mr. Dai's father was detained for five days. Mr. Dai's daughter is still being held in detention because she was on the Internet. When the family called the detention centre, they were told that she would be released if they paid 10,000 yuan.
