The Shengjian 83rd Factory in Shandong Province, also known as the Shandong No.1 Forced Labour Camp, is located in the south-west part of Wangcun Township in the Zhoucun District of Zibo City, Shandong Province. Falun Gong practitioners and other prisoners are being detained as forced labourers.

The Zhoucun District official website states that the Shengjian 83rd Factory was built in 1958 and manufactures products dealing with metallurgy, electronics, chemicals, and mechanical industry, with fixed assets of 210 million yuan1. The main products include graphite electrodes, silicon carbide electric heating elements, fire-resistant materials, and different industrial gases.

The Shengjian 83rd Factory has its own hospital, school, post office, and bank. People who live there all know each other. Many guards from the Wangcun Forced Labour Camp also live there.

The Shandong Provincial Forced Labour Camp (also know as the Shandong Wangcun Forced Labour Camp) was renamed the Shandong No.1 Forced Labour Camp after 1997. In 1997, the Jiangshuiquan Women's Forced Labour Camp was separated from the Wangcun Forced Labour Camp, and was renamed the Shandong No.2 Forced Labour Camp between 1997 and 2000. The Shandong No.1 Forced Labour Camp has four associated camps.

In September 2000, under instructions from the Shandong Provincial Forced Labour Bureau Administration, the third associated camp of the Shandong No.1 Forced Labour Camp detained mostly male practitioners from Shandong Province, and the fourth associated camp detained female practitioners. In September 2001, the third associated camp was changed to "Shandong No.2 Forced Labour Camp," which still detains mostly male practitioners. The camp was moved from Wangcun Township in the Zhoucun District of Zibo City to Guanzhuang Township in Zhangqiu City on October 28th, 2007. The fourth associated camp later became "Shandong No.2 Women's Forced Labour Camp" and continues to detain female practitioners. The name of the Jiangshuiquan Forced Labour Camp in Jinan City was changed to the Shandong No.1 Women's Forced Labour Camp, which detains mostly female practitioners.

At one time the Wangcun Forced Labour Camp detained more than 800 male practitioners and over 1,000 female practitioners.
