The nine day long Carnival started on October 17th, 2009. Each year the host invites Falun Dafa's Divine Land Marching Band and Waist Drum Team to participate in the parade. Chang Yi-San, Director of the Yunlin County Cultural Affairs, spoke at the Carnival. He expected the activity to enrich the city with music. "Besides promoting music and art in society, we hope to help the local economy and tourist business," said Chang.

The historical street in Douliou cuts directly through city centre and stretches half a mile. The street is full of businesses and shops. Eighty of the western style buildings from the Japanese colonial era are well-preserved. As the Divine Land Marching Band passed the brick street, shop owners came out to watch and gave warm applause. The band played music such as "Falun Dafa is Good," "Fa Drum," "Fa Rectifies the Universe," "Deliver the Treasure," "Buddha Mercy Sacred Music," and "Song of Happiness." The melodies brought the beauty and peace of Falun Dafa to the audience.

The bright golden costumes of the Waist Drum Team members were eye-catching, while the brisk drum beats drew the audiences' attention. The practitioners delivered fliers with information about Falun Dafa. They also explained to the crowd the facts of the persecution in China.

The Divine Land Marching Band in Taiwan has been established for two years, and has been invited to dozens of such celebratory events.
