Mr. Meng Fei in Critical Condition after Being Tortured at a Labour Camp in Shandong Province

Mr. Meng Fei is a chemistry teacher at the Xinxing Town Middle School in Cangshan County, Shandong Province. On the morning of September 7th, 2009, Wang Ping, the deputy director of the Xinxing Town Police Station in Cangshan County, led three officers to the school where Mr. Meng worked and handcuffed and arrested him. After putting him into a police vehicle, Feng Kangning, from the Cangshan County Police Department, and Chang Jian, the director of the Xinxing Police Station, drove Mr. Meng to the Wangcun Men's Forced Labour Camp.

While Mr. Meng was being held at the No. 8 Ward of the labour camp, five or six guards and inmates locked Mr. Meng to an iron chair1, then tortured and verbally abused him. In addition, they tried unsuccessfully to force-feed him over ten times, leaving Mr. Meng's mouth area severely bruised and bleeding.

Mr. Meng was then transferred to the labour camp hospital, where doctors injected him with unknown drugs, for two consecutive days. He was later taken back to the labour camp, where he was force-fed. Shortly after, he developed a high fever of over 104º F, he suffered from a severe cough, and one of his lungs became inflamed. When the guards realised that he was in critical condition, they tried to shirk responsibility by requesting that the Cangshan 610 Office2 come pick him up.

On September 14th, Mr. Meng's wife went to the labour camp, accompanied by three officers from the Xinxing Police Station. After the official release forms were all filled out, the officers told Mr. Meng's wife that he was critically ill. Then the officers quickly got back into their patrol car and left.

On September 15th, Mr. Meng's family picked him up and drove him to the County Chinese Medicine Hospital for emergency treatment. He was unconscious at the time. To date, the family has spent over 10,000 yuan3 on medical expenses.
