After July 1999, when the Chinese Communist Party (CCP) began persecuting Falun Gong, practitioner Ms. Miao Qing had been detained in a forced labour camp for three years and 19 days. She was dismissed from work, her home was ransacked, she was harassed numerous times, and her family members suffered serious mental trauma.

<>Went to Beijing to Appeal to the Government, Loses Job, Family Broken Up

In February 2000, during the Chinese New Year, Ms. Miao went to Beijing to appeal to the government. She had the intention to explain that Falun Gong teaches practitioners to be good people as well as how to keep fit. After she returned from Beijing, the company she worked for dismissed her. The decision was made on February 22nd, 2000, among a few people, including Chairman of the Board Jia Youyi, Secretary of the CCP Committee Li Yue and Mu Yongyan, who is the person in charge of the No. 6 Factory. They also extorted 3,400 yuan1 from her, claiming it represented expenses for bringing her back from Beijing.

Ms. Miao previously lived in the residential area for the Xining City Measurement Factory. After she was dismissed, people from the Chengxi District Police Sub-Bureau in Sining City, the Chengxi 610 Office2, the Guchengtai Office, the Xiangdongxiang Community Management Committee and the Measurement Factory teamed up to persecute her. They moved the local community management committee to her building, so as to monitor her around the clock. No matter what she did, including going grocery shopping or whatever else, people followed her. During the interim, these people not only kept harassing her, but also tried to harass her family.

One day, the police took her away. They intimidated her continuously from noon until 9 p.m., and then searched her home, and confiscated a copy of the Falun Gong book, Zhuan Falun. On March 8th, officers from the Wusidajie Police Station went to her husband's workplace to force him to look for her, which interfered with his work.

This persecution completely disturbed her family's life. Her husband and child were enduring tremendous pressure from society and family, and other aspects, which caused them severe stress. Her husband could no longer take the mental pressure, so one day in March at 1:00 a.m., when she and their child were sleeping, he closed all the windows and doors, turned on the stove until the entire room was filled with gas, and lit a match. Surprisingly enough, there was no explosion. People said that good people are blessed by heaven, therefore the entire family was spared from a tragedy.

In order to escape harassment by the CCP, her husband moved out. Ms. Miao lacked financial resources after being dismissed from work, yet she had to make a living. A few unjust people were watching her closely, so she couldn't go out to find a job. Meanwhile she had to support her child. In August, she finally decided to leave her home.

Three Years of Imprisonment and Torture

On May 2nd, 2001, when Ms. Miao was walking on a road in Xining City, the head of the Wuxidajie Police Station, Wu, and police officer You saw her. She was arrested and detained at the Chengxi Police Sub-Bureau. The following day, she was taken to the Xining City Detention Centre, where she held a hunger strike. On May 31st, she was sentenced to three years in a forced labour camp.

At the Qinghai Province's Women's Forced Labour Camp, she was forced to endure extremely hard labour. Because she was opposing this inhuman treatment, she was put under the so-called "strict control," which is a much tougher treatment than what regular prisoners have to endure. She was not allowed to talk to any other practitioners, and one to two drug addicts watched her around the clock in order to deprive her of all personal freedom.

During November and December 2001, a few cruel guards arrived, and they used all kinds of base means to force practitioners to denounce Falun Gong. At the same time, they also shared their experience with other guards. One day in November, because Ms. Miao opposed her maltreatment and refused to wear a badge, about a dozen guards beat her in their office. Led by Duan Rongguang, who was the person in charge of the Discipline Section, Li Hua, Xu, Zhang, Wang Haijie, and others shocked her with electric batons and slapped her face. Zhang mostly hit her in the face, which caused her nose to bleed. They also shocked her on her forehead, hands and body.

One day in December, Ms. Miao was detained in solitary confinement on the ground floor and then put under strict control. In the evening, the jail doctor, Cheng Qinghua, a male, took her into an office on the second floor. He demanded that she copy materials slandering Falun Gong, but she refused. As a result, Chen continuously slapped her face, and then squeezed her neck to the point that she was almost strangled. Seeing that, Chen said, "How come your face can turn blue as well?" He also said, "You have to write a repentance statement, otherwise you will have to stand for the entire night." She replied, "I will not write it, I will never write that!" After he was exhausted from hitting her, he fell asleep on the couch, whereas she had to stand for the entire night. At 5:00 a.m. the next morning, when she asked for permission to use the toilet, her request was denied. Because it had snowed the night before, her feet became swollen from standing on the ice cold floor and she could no longer move them. She was not allowed to return to her cell until after 9:00 a.m. Chen also told the collaborators3 not to allow her to sleep during the day.

At the camp, the tweeter in the hallway was playing everyday, the video-surveillance system in each cell monitored practitioners' every move, collaborators and drug-addicts monitored practitioners, and two people slept on one bed, also for the purpose of monitoring. Every time a practitioner was taken outside, with the click of the big iron gate, someone returned badly injured. Even the drug-addicts said they became worried every time they heard the click of that iron gate. This meant that another practitioner was about to be beaten. After practitioner Tang Yingchun was tortured to death at the camp, those guards were afraid of being held responsible, therefore the environment became a bit more relaxed.

Ms. Miao refused to renounce her belief, thus her term was extended for 19 days, and she was not released until May 20th, 2004.

The Persecution Continues

On the day of her release, members of the Chengxi District Political and Juridical Committee, the Guchengtai Office and the Xiang Xiangdongshe District Community Management Committee brought her husband to the camp. Because her original residence was occupied by the city and used for other purposes, and she had no income and her husband was laid off a long time prior, they had to move to a suburban area to live. It was a place which her sister-in-law found, located in the Chengbei District. When the local people heard that she did not give up practising Falun Gong, they were mean to her. She went to look for the person in charge of the community, and asked why they wanted to kick her out. She told them that she would appeal to every level of the government, and challenge their reasons, and that were breaking the law. The person in charge said that she didn't understand the law, so she would report her case to her supervisor. People from the police station came and told her that it was okay for her to live there. However, they told her this, behind the scenes they were doing something else. They pressured her sister-in-law instead. Due to the pressure, her husband got into a big fight with his sister, and they ended their relationship. Because of that, her sister-in-law had a relapse of her heart disease, and had to be hospitalised. When her husband heard about this, he tried to commit suicide, but failed. After these two incidents happened, the people had to stop harassing them for a while.

In May 2008, Lei Xiaoxia from the Xiang Xiangdongshe District went with another person to Pingan County in Qinghai Province, looking for Ms. Miao, who had gone there to make a living. People from the Xining City's 610 Office and Pingan County Police Station teamed up to harass her. Jia Lamao from the Pingan County Police Station pretended to be the person in charge of the brick factory, and went to her store to monitor her. Then they rented a house right across from her store to monitor her around the clock, and this continued for three months.

On July 20th, 2009, other people, as mentioned earlier, came to harass her again. At about 3:00 p.m., Li from the Guchengtai Comprehensive Management Office, Lei Xiaoxia from the Xiangdongshe District, and a few other people from the Wusidajie Police Station, went to Ms. Miao's home. Since they couldn't find her, they forced her husband to go to her sister's home and other places to look for her. At 7:00 p.m., they again went to her sister's place and other places searching for her. The next day, they again went to her home. They said that if they didn't find her, they would report it to their supervisors, and then they would come again, until they finally found her. The next day they went with Qu Miaoqing from the Pingan Township Police Station to her sister's place in Pingan County to harass them.

2. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

3. "Collaborators": former practitioners who have turned against Falun Gong under brainwashing and torture. They are then made to assist in brainwashing and torturing practitioners.
