Ms. Zhang Ziqin, 53, and her husband Mr. Luo Zhenggui live in Pule Village, Shibao Township, Gulan County, Luzhou City, Sichuan Province. Because they firmly believe in Falun Dafa (also known as Falun Gong), their whole family has been repeatedly persecuted for the past 10 years. This couple has been sentenced and sent to Guangyuan Prison and Jianyang Prison. After they were released, they could not live a normal life and suffered the Chinese Communist Party's (CCP) persecution several times. In order to avoid persecution, they were forced to leave home.
I. Monitored, tracked and arrested
From 1999 to 2000, Lei Qingmin from the Shibao Police Station confiscated several Falun Gong books from Ms. Zhang Ziqin's home. Zeng Yi, the director of the Shibao Police Station.
After that, Hu Dianpo, another director of the Shibao Police Station, along with a group of people broke into Ms. Zhang Ziqin's home. Ma Fei forced Ms. Zhang Ziqin and her husband to sign a document and monitored them around the clock. Whenever Ms. Zhang Ziqin and her husband went shopping, they would search their bags. Later, Ma Fei would follow them by car at any time.
Without any reason, CCP officials Wang Deyun, Qiu Junkang, and Li Xianzong from Shibao Township, arrested Dafa practitioners Xie Guixian, Zhu Zongrong, and Ms. Zhang Ziqin, and persecuted them. At that time, Ms. Zhang Ziqin's husband was detained at Gulan Police Station and was persecuted for 37 days.
On one occasion when Ms. Zhang Ziqin and her husband were on their way to celebrate her father's birthday, the driver of Shibao Police Station followed them, blocked and searched them and ordered Ms. Zhang Ziqin to return on the same day after attending the birthday celebration. They often disturbed her while she was asleep. She could not live a normal life.
II. Arrested by the police at will
In the summer of 2000, while Ms. Zhang Ziqin, her husband and other practitioners were preparing to do the Falun Gong exercises in Gulan, they were arrested by police from the Gulan Police Station. They were interrogated there and were not allowed to sleep. Some of the practitioners were sent to the forced labour camp and some were detained. Ms. Zhang Ziqin was brought back home by a driver for Shibao Police Station, and he even threatened to beat her.
In October 2000, practitioners Chen Yiping, Zhu Zongrong and Ms. Zhang Ziqin were arrested by Wang Hongyou and others from the Yongle Police Station. Wang Hongyou handcuffed Ms. Zhang Ziqin and locked her in a room filled with water.
The next day, Yang Zeyun and others from the Gulan Police Station took Ms. Zhang Ziqin and two other practitioners to Gulan Police Station and persecuted them there for more than ten days. The police ransacked the other two practitioners' homes, took their computers and did not return them.
In January 2001, Ma Fei arrested Mr. Luo Zhenggui, Ms. Zhang Ziqin's husband, and took him to Gulan Medical School Brainwashing Centre and persecuted him there for one month. After Mr. Luo Zhenggui returned home for only one night, he was again arrested and taken to Gulan Police Station and persecuted there for 108 days. Then, Fu Jianyi from the police station transferred Mr. Luo Zhenggui to Jianzhu Brainwashing Centre and persecuted him there for one month.
In October 2002, Fu Zhigao, Secretary of Shibao Township, arrested Mr. Luo Zhenghui and took him to the Jianzhu Brainwashing Centre and persecuted him there for one month. At that time, Ms. Zhang Ziqin's daughter and son-in-law were working in another city. Their three granddaughters were very young, the oldest being only 12 years old, and they were left at their home with nobody to take care of them.
In 2001, Fu Zhigao, the secretary of Shiabo Township, Xia Jiangkui, the director of finance, and others were afraid that Ms. Zhang Ziqin might go to Beijing to appeal for Falun Gong. They ordered Lei Qingmin and others to go to Beijing to find her. They took away her ID and did not give it back to her. Fu Zhigao, Xia Jiangkui and others deducted over 4,000 yuan1 from Mr. Luo Zhenggui's pension to pay for Lei Qingmin's trip to Beijing.
On January 19th, 2001, Hu Dianpo, the head of the Shibao Police Station, Li Xianzong, and the driver broke into Ms. Zhang Ziqin's parents' home and searched it, but they couldn't find anything. They took Ms. Zhang Ziqin to the Gulan Police Station. Chen Hanzhao, Lu Changjiang, Xiong Yun, Doctor Liu, Xu Yongzhong, and Wang Jing force-fed Ms. Zhang Ziqin and injected her with some drugs, forced her to lie on a torture bed, interrogated her several times, handcuffed her, hung a poster in front of her chest, tied her up with rope, paraded her through the streets, sentenced her to jail terms, and beat her. Ms. Zhang Ziqin was tortured for over nine months and then sentenced to four years imprisonment.
III. Jianyang Prison injected Ms. Zhang Ziqin with an unknown drug and handcuffed her hands behind her back
In October 2001, Ms. Zhang Ziqin was sent to the No. 2 division of Jianyang Prison and persecuted there. In November of the same year, she was transferred to Miaoxi, where she suffered brutal persecution. Gao, the director of the division, Wang, another director of the division, Peng Guchang, and Zhang handcuffed her hands behind her back. They only took off the handcuffs three times a day for eight minutes.
They injected Ms. Zhang Ziqin with an unknown drug. She felt like her head was almost exploding and then she fainted. After waking up, her body felt very painful. During the forced feeding, they inserted a tube into her trachea and would not remove it. The police ordered criminals to step on Ms. Zhang Ziqin's body and in the process nearly snapped her knees. They would not allow her to go to sleep for a long time. Each day she had to work for over 20 hours. The police did not allow her to use the toilet, forced her to sit on Tiger Bench2, and also beat her.
In the summer of 2002, Ms. Zhang Ziqin was transferred to the No. 7 division of Jianyang Prison and suffered further persecution there. Xu Zhifang, the division head, handcuffed her hands behind her back. In this condition she could not take care of her daily needs. In the mean time, they would not take out the tube inserted into her stomach.
The division head ordered criminals to strike Ms. Zhang Ziqin's private areas with rope and a broom handle. They would not allow her to wear any clothes and took pictures of her naked. They also called some male police to come and look at her. Xu Zhifang would beat Ms. Zhang Ziqin at will and her body was covered with lumps and bruises.
At night, they handcuffed Ms. Zhang Ziqin to a tree outside and had a woman spit water on her face and spread dirt over her. Criminals dragged Ms. Zhang Ziqin's feet along the floor. She was tortured so severely that she had wounds all over her body. She was locked in a small cell, and for several months, she was forced to stand for a long time or maintain a bending position with both hands touching the floor. They handcuffed her hands to the iron door with both arms outstretched, and sometimes they would pinch her nose and mouth to force-feed her. Zu Zhifang and a criminal beat Ms. Zhang Ziqin's back and almost made her lose consciousness. Each day, Zu Zhifang beat and tortured Ms. Zhang Ziqin, and threatened to torture her to death.
In the summer of 2003, they transferred her to the No. 8 division and persecuted her at will. Even on the day when she was released, she was still locked in the separation room.
IV. Mr. Luo Zhenggui was persecuted in Guangyuan Prison
On January 19, 2005, after Ms. Zhang Ziqin returned home, her husband Mr. Luo Zhenggui was sentenced to more than three years of imprisonment and was detained in Guangyuan Prison.
V. Ms. Zhang Ziqin's family could not endure the persecution. Shibao Township tried to arrest Ms. Zhang Ziqin again.
Ms. Zhang Ziqin's father saw that his daughter and son-in-law were imprisoned, and he fell ill and passed away. Ms. Zhang Ziqin's two children became homeless, and now their home is covered with spider webs and dust.
Secretary of Shibao Township Wang Hongyou, Yang Lin from the office of the Comprehensive Management, and Ma Fei from the police station arranged people to monitor places that Ms. Zhang Ziqin previously visited. They even monitored Ms. Zhang Ziqin's parents and other family members.
On September 14, 2005, Wang Hongyou ordered Shao Guanghui, Tang Xinglong, Yang Lin, Ma Fei and others to arrest Ms. Zhang Ziqin at her parents' home and took her to the Jianzhu Brainwashing Center. She was held there for one week. During that time, Xia Chuangui ordered Chen Mingquan, Lei Li, Liu Xiaofen, and Jian Yan to force-feed her, beat her and conduct brainwashing sessions.
VI. Ms. Zhang Ziqin and her family were forced to become homeless and cannot return to their home.
Ms. Zhang Ziqin did not return home for several days. In the meantime, Shao Guanhui and Ma Fei ransacked her home.
Secretary of Shibao Town Wang Hongyou, Yang Lin from the office of Comprehensive Management, Shao Guanghui, Zhu Haifei, and others took Ms. Zhang Ziqin's family to the local government office in Shibao Township and monitored them around the clock. Ms. Zhang Ziqin went to live at her parents' home. Yang Lin would call her there or went there to harass her.
In January 2007, after Ms. Zhang Ziqin's husband was released from prison, people from the legal and political committee of Gulan, Ma Chaojie from the office of the Comprehensive Management of Shibao Town, Chen Zhonglong, the assistant director of Shibao Town and others broke into Ms. Zhang Ziqin's home to harass her. When Ms. Zhang Ziqin and her husband helped take care of their daughter's home, Chen Zhenglong and the head of the police station and others broke into their daughter's home and took away their Falun Gong books.
In the autumn of 2007, Xu Zhifang from Jianyang Prison, Sichuan Province, Liu, the division supervisor, Zhou Longzhao, Tang Xinglong from the judiciary department of Shibao town, Wu Zhujun, the village secretary of Shibao Street Village, and ten others tried to arrest Ms. Zhang Ziqin. They went to her home multiple times a day. Tang Xinglong almost broke their door.
On March 11th, 2009, Zhou Qiang and others from the 610 Office3 in Gulan arrested more than 10 practitioners in Dongxin Town and Erlang Town. On April 5th, they ordered Yang Lin from the office of the Comprehensive Management of Shibao City, policeman Zhang from Shibao Police Station, Wu Zhujun, the village secretary of Shibao Street Village, and Li Ronghua, the director of Shibao Street Village to break into Zhou Anyong's home and ransacked it. Wang Shaoguang, the head of the Pule Village, watched from the road, but they did not find Ms. Zhang Ziqin or other practitioners.
On May 4th, 2009, Shibao Township hired Xu Bing and Xu Huaikai to live in Ms. Zhang Ziqin's home and monitored them day and night. At night, Li Bangmin and others searched major roads, small roads, barren hills and remote places. Because they did not find Ms. Zhang Ziqin, her husband, and their son, Xu Bing, the secretary of Shibao Township, Xu Huaikai, the mayor of Shibao town, and Xia Jiangkui, the director of finance, stopped Ms. Zhang Ziqin's husband's pension.
At present, Ms. Zhang Ziqin's whole family is forced to be homeless and they cannot live a normal life.
1. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
2. "Tiger Bench": Prisoners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead without movement for long periods of time.
3. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
