In April 2009, Xu Zhengping, head of the 610 Office1 in Wuxue City, Hubei Province, and others took Falun Gong practitioner Mr. Fang Tianming to the Wuhan City Brainwashing Centre, where he was persecuted. Because Mr. Fang is a teacher, the authorities pressured Wuxue City Normal School to pay for the cost of his detention, demanding over 300,000 yuan2. Mr. Fang is still in the Wuxue City First Detention Centre. Due to abuse, Mr. Fang has become dull and unresponsive. It is suspected that he has been given unknown drugs.

Mr. Fang Tianming, about 40 years old, was a middle school maths teacher at Wuxue City Normal School. He graduated from the Maths Department at Hubei University and was one of the best teachers at his school. He had previously practised different types of qigong for over ten years. In 1997, he was fortunate to encounter Falun Gong and was quickly convinced by its principles. He was surprised by Falun Gong's miraculous healing effects. He then set strict standards for himself. He refused to accept gifts from students' parents, worked hard on his teaching, and was favoured by many students.

After the unscrupulous Chinese Communist Party (CCP)) leader Jiang Zemin started persecuting Falun Gong in 1999, this good teacher was persecuted relentlessly. He was detained in the First and Second Detention Centres of Wuxue City for as long as six months.

Because Mr. Fang had a relatively advanced educational qualifications, the local CCP officials made him a major target of persecution in Wuxue City. After he escaped the detention centres, along with three other practitioners, he became homeless. He could no longer take care of his wife and son. When his 86-year-old father passed away, Mr. Fang, as the only son, could not even go home to see his father for the last time. The persecution of Mr. Fang created great psychological distress for his father, wife and son.

On July 25th, 2008, because his wife's phone was being tapped by the local authorities, Mr. Fang was arrested in Wenzhou City by authorities from Wuxue and Wenzhou Cites. He was then held in the First Detention Centre of Wuxue City, where he was subjected to inhumane torture. The evildoers therefore did not dare to meet with his family.

After he was arrested, seven or eight policemen brutally beat and interrogated him for eight hours at the police station in Wuxue City. Although he reported the forced interrogation to the Procuratorate, he has received no response.

At the First Detention Centre, Mr. Fang refused to wear the prisoners' uniform because he claimed he had done nothing unlawful nor hurt anyone. He asked to be exonerated and released but was instead beaten by officers Song Guiqing, Chen Xuetao, Su Junlian, and Lan Zhigang. The police employed a known torture method, handcuffing his hands and legs to an steel pipe. Two armed police then beat him while he was handcuffed. His ears were bruised and his bones hurt. The beating left injuries all over his body. He was once treated so badly that he had to be taken to the hospital. Because he had not been allowed to shower for many days, he asked to take one, but was denied. He reasoned with the doctor, Dr. Li, but the doctor smacked his face, knowing that Mr. Fang would not return the blow. The doctor then ordered a few people to drag Mr. Fang down to the ground floor of the hospital and all the way to the car, which drove back to the detention centre. At the detention centre, Mr. Fang vomited after feeling unwell due to so much torture, and his dentures fell into the sewer system. He has asked many times to be allowed to order new dentures, but his requests have been ignored.
