Practitioners Persecuted Over a Two-Year Period in Huaiyang County, Henan Province

In 2008 and 2009, the Chinese Communist Party in Huaiyang County, Henan Province arrested and tortured Falun Gong practitioners, and ransacked their homes. The Party also sentenced practitioners to prison. The leading perpetrators are Huaiyang County Party Secretary Ren Lianjun, Public Security Bureau Chief Duan Yelin, and a police officer from the Domestic Security Division Cheng Weifeng. Following are some of the cases:

Ms. Liu Cuihua is a practitioner from Anlingxiang Xuemeng Village. She was arrested in August 2008 by officers Cheng Weifeng and Li Changfeng and taken to the second floor of the Domestic Security Division. She was tortured, and then injured her leg when she jumped from the second floor. She was under surveillance in the hospital for over twenty days. To avoid paying her medical bills, officials sent her to a detention centre without informing her family. The detention centre did not want to accept her, because she was not able to take care of herself. However, Cheng Weifeng told the Public Security Bureau Chief Duan Yelin to order them to take her. In the detention centre she depended entirely on others' help. The officials notified her family this time because they wanted her family to pay her medical bills. She was sentenced to four years in prison and her family's appeal was turned down. Due to a lack of care, her leg developed inflammation of the bone marrow. Her family complained to the Provincial Inspectorate. To avoid being blamed, Cheng Weifeng said he would help with getting medical treatment for Ms. Liu from outside the prison. In reality, on April 24th, 2009, he secretly moved her to Xinxiang Prison.

Ms. Li Yuzhi, a practitioner in Xinzhan, went to the Domestic Security Division to see her father, who was in detention. She met Cheng Weifeng, who asked whether she also practised Falun Gong. She said that she did. Then, three police officers, Cheng Weifeng, Wang Jian, and Wang Yong, beat her and used a cloth to cover her face. When she asked why she had been beaten, they said, "We are paid two thousand yuan¹ by the government to beat you. If you had died, it would have been treated as suicide." Then they put her into a car, covered her mouth to prevent her from speaking, and went to ransack her home. After returning to the second floor of the Domestic Security Division, she was beaten again. They pushed needles into her toenails and she fainted. She did not wake up until 6 p.m., when she found herself lying on the floor.

Lei Zhongchang was another practitioner beaten by the officers at the Domestic Security Division. He was beaten with an electric baton. Ms. Li Yuzhi saw that his entire body was covered in blood.

Mr. Lu Honhjun, a practitioner in Lutai, was sentenced to three years in prison. His appeal was turned down and he was taken away on May 22nd, 2009.

Two elderly practitioners, Qin Fengrong and Chen Banglian, were sentenced to three years in prison. They were sent to the Xinxiang Prison in the winter of 2008.

Ms. Su Zhenhua is a practitioner in Beiquan. On July 29th, 2008, police officers Cheng Weifeng, Li Changfeng, Liu Guanhua, Wang Jian, Wang Yong, and Yuan Quan forced their way into her home. They took away cash and everything of value, then arrested her and her husband Wang Hepin. She was tortured for two days on the Tiger Bench and not allowed to sleep. Whenever she fell asleep, Cheng Weifeng would pull her hair. After twenty days, she saw her husband during an interrogation. His eyes were sunken and there were bloodstains on his shirt. She was sentenced to one and a half years in prison and there is no news about her husband.

Ms. Xu Fengmei, a practitioner in Xuwanxiang, was taken away on August 1st, 2008, to the Domestic Security Division by Cheng Weifeng. She was tortured on the "Tiger Bench"² and pierced more than twenty times with a needle in her back. Cheng Weifeng also slapped her face more than ten times. Then, Wang Jian beat her feet with an iron rod, and police officers Li Changfeng and Zhu Haoling ransacked her home. They took her satellite receivers, DVDs, mobile phones, a study-aid machine, a reader, a television, two thousand yuan, a saving deposit book with 7,000 yuan, and a three-wheel motorcycle. There was no receipt to indicate what they had taken. Ms. Xu was sentenced to one and a half years in prison.

Ms. Chen Ying, a practitioner in Xinzhanxiang, was arrested on May 20th, 2008, by police officers from the Domestic Security Division. They forced their way into her home and ransacked it, taking everything of value without giving a receipt. She was tortured for three days on the Tiger Bench. Needles were pushed into her feet, and she was slapped in the face by Li Changfeng. Other officers that participated in this included Wang Jian, Wang Yong, and Liu Guanhua. Ms. Chen was sentenced to four and a half years in prison. She turned in her appeal five months ago without any results, and she remains in the detention centre.

Liu Jibin and his wife Zhang Yumei are practitioners in Doumenxiang. He was sentenced to eight years in prison and his wife was sentenced to four years. They are in Xinmi Prison and Xinxiang Prison respectively.

Zheng Xianjun is a practitioner in Lutai. He was sentenced to eight years in Xinmi Prison.

Guo Hui is a practitioner in Doumenxiang. He was sentenced to eight years in Xinmi Prison.

Wang Mingtang is a practitioner in Zhuji. He was sentenced to five years in prison.

Wang Dexue is a practitioner in Zhuji. He was sentenced to two years in prison.

Guo Qingling is a practitioner in Zhuji. He was sentenced to eight years in prison.

Wei Wenming is a practitioner in Xinzhan. He was sentenced to four years in prison. He is still in a detention center.

Li Shouyi is a practitioner in Chengguan. He was sentenced to one and half years in prison.

The situations of three practitioners, Zhu Peiyong from Zhuji, Shi Hongxing, and Lei Zhongchang from Doumenxiang, are unknown at this time.

After May 20th, 2009, two additional practitioners, Qian Meilan and Gao Yurong, were arrested.

Note

1. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.

2. "Tiger Bench": Prisoners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead without movement for long periods of time.
