Mr. Ji Xinhai Persecuted to Disability in Hebei Province

Mr. Ji Xinhai is a Falun Gong practitioner in Huailai County, Hebei Province. He was arrested before the 2008 Beijing Olympics while working on a farm and sentenced to four years in prison. As a result of the persecution, he is no longer able to care for himself.

Mr. Ji has a wife, a nine-year-old child, and a seventy-year-old mother. With the arrest of Mr. Li, his family lost their main source of income and fell into financial hardship.

Ji Xinhai lived in Liangzhuang Village, Xibali Town, Huailai County. On July 11th, 2008, officers from the Beixinbao Police Station arrested Mr. Ji while he was working on a farm in Beixinbao. He was later transferred to the Xibali Town Police Station.

On July 12th, 2008, Liangzhuang Village's chief executive Du Junming led a dozen officers in a search of Mr. Ji's home. They seized Falun Gong books, a personal computer, a printer, and other property worth more than 10,000 yuan1. The police arrested Mr. Ji's wife, Ms. Pang Aixiu, leaving their nine-year-old child at home alone. The following day, July 13th, Ms. Pang was transferred to the Huailai County Detention Centre.

On January 6th, 2009, Ms. Pang was released, but Mr. Ji was sentenced to four years in prison. By then, Mr Ji had lost the ability to take care of himself due to the abuse suffered in detention. Although his family asked to see him many times, all of their visitation requests were denied.

Mr. Ji was transferred to a different prison on March 5th. His family made many inquiries of many sources to try to learn the name or location of the prison, but failed to get any information. Then, suddenly on the evening of March 20th, they received a call from Mr. Ji, saying that he was in the surgical department of the Central Hospital of the Jidong Prison Fourth Division in the Nanbao Development Zone, Luannan County, Tangshan City, Hebei Province.
