Mr. Quan Xueyin lived in the 11th Village in Changle Town, Pengxi County, Suining City, Sichuan Province. He was repeatedly persecuted by the Chinese Communist Party. As a result, his lungs became infected and he could not work in his fields. On March 8th, 2009, he passed away at the age of 39.

In 1997, Mr. Quan started to practise Falun Gong. In April 2000, after the persecution began, he went to Beijing to appeal for the end of the persecution. He was arrested in Tiananmen Square. When he was taken back to Pengxi County, he was sentenced to one year in prison. In prison, he went on a hunger strike several times. The guards force-fed him and beat him.

In 2001, Mr. Quan went to Beijing again. Halfway there, he was arrested and returned to Pengxi County. He was then sentenced to two years in prison. In the prison, he was brutally tortured. After he was released, he was very weak and could not do any field work. He made a living by selling soybean oil and vinegar.

On November 28th, 2004, Mr. Quan was arrested again by the county 610 Office1 and National Security Division and his home was ransacked by police. He was sentenced to three years in prison. During the interrogation, he was badly beaten and his body was covered with wounds.

Near the end of his prison term, a guard extracted blood from him and injected him with an unknown drug. As a result, he had much difficulty breathing and his lungs finally became rotten. On March 8th, 2009, Mr. Quan passed away.
