A Non-Practitioner Relates his Experience at the Hands of Chinese Police

I'm a Dafa practitioner from Canada. I met an honest Chinese person when I was delivering newspapers in Chinatown. He told me that he had suffered brutal beatings in China because he was mistaken for a Falun Gong practitioner. He said that from that point on he began to know about Falun Gong in earnest, and he knew that we Dafa practitioners are good and he wanted to learn Falun Gong. For some time, I have been thinking about writing his experiences down and submitting them to Clearwisdom Net. The following is his story.

The Xinglong Road Police Station in Sifang District of Qingdao City, Shandong Province, is a "Model" Police Station!

In order to get my marriage certificate, I went to the Xinglong Road Police Station. But because of the overstaffed organization and bureaucracy, I couldn't get the certificate even after over one year. During this period I had been to the police station 68 times! By that time I had already received the Canadian immigration admission. I hoped that before the emigration from China I could get married and go to Canada with my wife. However, the staff at the police station often refused to handle official business because of studying the theory of "Three Delegations." [That Jiang's regime has made for the Party and the country to follow] Later, they began the "special action" against Falun Gong.

Because my visa would expire by June 2001, under this urgent situation, I remembered that there was a public phone number for the city police department director for accepting common people's suggestions and complaints. So I tried this number once. But against my expectations, though I knew nothing about Falun Gong at that time, I was forcibly arrested as a Falun Gong practitioner by Gao Xiaowu, the director of the Xinglong Road Police Station of Sifang District, Qingdao City. Gao Xiaowu took me to the police station and beat me badly. He gave me two choices: either admit that I was a Falun Gong practitioner or I would be beaten to death. Finally, my father had 20,000 Yuan extorted from him for my release. I lost two teeth from the brutal beating.

When I was detained at the Xinglong Road Police Station, I heard that many people, including Gao Xiaowu, were involved in the case of the former director of the Qingdao City Police Department, Wan Guozhong, who owned a brothel. But only Gao Xiaowu escaped official punishment and, furthermore, he was promoted and transferred to another city. In the summer of 2000, Wan Guozhong committed suicide because of the fear of the punishment for his crimes. Other criminals in this case also received lawful punishment. However, Gao Xiaowu, Wan Guozhong's effective assistant, was promoted to be the police station director just because of his "achievements" for persecuting Falun Gong. Since almost all Falun Gong practitioners within Gao Xiaowu's precinct were arrested, he captured me to make up the number quota and expected to "make contributions" so that he could be promoted to be the director of the Sifang District Police Department in Qingdao City.

At last, I had to escape from China alone. Now, my fiancée and I are still living apart.

I had also tried to report my situation to the Chinese Embassy in Canada, but could not find anybody to take care of my case. Later I said, "They mistakenly took me for a Falun Gong practitioner." Against any of my expectations, all the higher and lower officials looked scared and acted like they were facing a formidable enemy. After hearing my experience, they asked me to show my passport, to write materials and to sign the materials. When I asked whether they could assure my family members' safety and whether they could settle my problem, they refused to give me an answer.
