Ms. Li Fengyun and Her Husband Arrested and Savagely Beaten by Police in Jilin Province

Ms. Li Fengyun lives in Yanji City, Jilin Province. On September 8ht, 2008, she and her husband, Mr. Shen Quanhui, were distributing Falun Gong leaflets exposing the persecution in the countryside near Toudao Town, Helong City, Jilin Province, when a farmer reported them to the authorities. Officials from the Toudao Town local police station immediately dispatched four officers to arrest the couple.

Back at the station, Ms. Li and her husband were put in separate rooms where they were monitored and interrogated. When the officers asked Ms. Li her name and address, she did not tell them. As a result, they savagely beat her, then handcuffed her behind her back, pulled her hair, slapped her face, and beat and kicked her. They also forced her to stand still for hours, not allowing her to fall asleep.

When Officer Zhang Baohua of the Helong Municipal State Security Division and instructor of the Toudao Police Station Hu Shouli entered the room where Ms. Li was detained, Zhang ruthlessly kicked Ms. Li in the stomach, causing her to collapse on the ground, unable to get up. When they saw that she was still unwilling to tell them what they wanted to know, they decided to photograph her in an attempt to identify her. When Ms. Li realized what they were up to, she firmly resisted. As a result, several police officers rushed over and mercilessly beat Ms. Li, then held her still while her photo was taken.

The next morning, two high-ranking police officials came to check on Ms. Li, saying, "If you do not tell us what we want to know, we will keep beating you." Shortly after, the police were able to confirm Ms. Li's identity using the photographs they took the day before.

When the police asked Ms. Li where she got the Falun Gong materials from, Ms. Li did not tell them. As a result, they paired off into groups and started beating her. When one group got tired from beating her, the next group took over. This torturous treatment went on for quite some time.

Here are just a few ways that the police tortured Ms. Li:

1. They covered her head with a plastic bag, then covered her mouth with their hands, nearly suffocating her.

2. They took her arms, which were already handcuffed behind her back, and forcibly bent them over her head and towards the front of her body. While doing this, they jabbed and pinched both sides of her lower jaw.

3. They forced her to sit on the ground and then had officers sit on top of her, pressing her head and face into the floor.

4. They forced her legs apart in opposite directions, then bent them upwards.

5. They poured water on her and then used an electric baton to shock her.

6. They beat her with a hollow metal tube until it bent, then replaced the tube with a rubber club and continued beating her savagely.

While she was being beaten, Ms. Li overheard the police discussing whether to take her to a labour camp without informing her family members or simply kill her. She also heard piercing screams and sounds of vomiting coming from a nearby room where her husband was detained.

So that her family would be informed of her arrest and to have them help rescue her and her husband, Ms. Li acknowledged that she made the flyers herself. She also promised to take the police to her home the next day.

The police station dispatched two vehicles to Ms. Li's home and confiscated her Falun Gong leaflets and the family vehicle, as well as a brand new motorcycle.

When the police arrived back at the station, they compared the informational materials they took from Ms. Li's home with the ones they originally found on Ms. Li's person, and concluded that they were not the same. Thinking that there were other people involved in making the materials, they started torturing Ms. Li and her husband all over again.

Several days later, the police imprisoned Ms. Li Fengyun at the Helong Municipal Detention Centre. However, on October 4th, 2008, she managed to escape the detention centre, only to be forced into homelessness.
