Formal Complaints Filed From Practitioners at the Sichuan Women's Forced Labour Camp

The complainant: Qing Mingzhen, female, Han nationality, was born on August 18th, 1965. She graduated from High School, and previously resided at No. 6, Unit 2, Section Nanshan 17, Yihuan Road, Chengdu City. She is currently imprisoned at Nanmusi Women's Forced Labour Camp in Zizhong.

The accused: Gou Yongqiong, from the National Security Team of Mingshan County, Ya'an, Sichuan Province.

The complaint: This letter details how Gou Yongqiong violated the law while executing the law. In public, she violently assaulted and insulted law-abiding citizens, damaging the image of Chinese police officers. This letter asks the Ya'an City Procuratorate to please investigate the behaviour of Gou Yongqiong, and look into Gou Yongqiong's responsibility. The facts are listed as follows:

On March 10th, 2008, my friends Li Xia, Li Wenfu and I travelled to Tianquan from Ya'an. After four o'clock we arrived at Tianquan. Less than ten minutes after we met with our friend at Tianquan, a man walked up in front of us. Right after that, a group of men surrounded the five of us (later we became aware that they were a group of plain-clothes police officers). They dragged the five of us to a car parked on the street. There were many people watching this transpire. Right after that, Li Xia and I were pushed into the car. Shortly after that, the car stopped in front of a big building. We were rushed to the second floor of the building so quickly we hardly had a chance to see what the inside of the building was like. Li Xia and I were pushed into two separate rooms.

It happened so suddenly. Were we abducted? Where on earth was this place? Since we were abducted to here right after we got out of the car, I asked to use the wash room. A man stopped me at the door, preventing me from leaving. I strongly demanded to use the wash room. Under my repeated request, a tall thin woman came over and took me to the wash room. Right after that, the two women inside the room forcibly took away my purse and emptied it. I told them calmly: "It is illegal for you to search me." I asked to see their IDs, but they didn't show them to me. They continued asking my name and address, but I refused to answer.

Very soon a medium-height woman came in, and came directly to me, yelling, "You have to tell us your name." I was hardly able to answer before she gave me two hard slaps on my face. Right afterwards, she used both of her hands to slap my face and my temples. At the same time, she insulted me like a thug, "You . Who asked you to come to Ya'an? Are you going to tell us your name?" I looked at this woman peacefully, while enduring all the sharp pains, and said, "You are not supposed to assault me."

Upon hearing this, she became even more violent, and began slapping me on both sides of my face. She also kicked both of my legs with the boots that she was wearing. She insulted me at the same time, "You , I just want to beat you up." I demanded her name, in the name of justice. Her eyes were filled with anger and she yelled at me, "You listen to this carefully. My name is Gou Yongqiong. You ." Then she left the room, possibly due to being tired from beating and swearing at me. After a while, I heard Li Xia crying loudly, "They are assaulting me. The police are assaulting me. They are beating me to death. You are police for the people. How can you take the people's money and in return beat us up?"

My goodness! This is in fact the police bureau. I thought we had been abducted by a sinister gang to the dark dens. That is why the people all said that in today's society, the sinister gangs and the Communist Party are together, and the politicians and the robbers are one family. I asked the two ladies inside the room to stop the violence immediately, but they said, "We heard nothing." I mentioned to them that just now Gou Yongqiong beat me, but they both said that they did not see it happen. I didn't know whether they were police. I pointed to a clump of hair that had been pulled out and was lying on the floor from when I was beaten by Gou Yongqiong. I asked them, "Do you still have a conscience or a heart?" There were people coming in and out of the room non-stop, and some of them were video-taping what was happening, except that they took no videos of Gou Yongqiong beating me. I asked one officer, 'If you are an honest police officer, why didn't you film her beating me? Who are you going to deceive?" He could not answer.

I don't know how much later it was, but Li Xia and I were handcuffed by Gou Yongqiong. We were taken with Wang Guanghui, who came from the Ya'an City Public Security Bureau, and one other man to the Mingshan County Public Security Bureau. Since we were abducted for no reason, Li Xia and I refused to get out of the car. Gou Yongqiong and several other men dragged us out of the car and then dragged us towards the Mingshan Public Security Bureau. The front of my shirt was torn. My lower abdomen and my chest were both exposed. The officers beat us, while we yelled towards the dormitory building, "The police are beating us. The police are beating us up." They threw us down on the floor of the reception room in the Public Security Bureau. Gou Yongqiong stared at us with her blood red eyes and yelled at me loudly, "You . How dare you yell when you are here?" At the same time, she stepped on our mouths with her boots.

Doesn't the Public Security Bureau "execute the law for the people?" Don't they have the responsibility to protect the people's lives and safety? Why did the police assault people inside the Public Security Bureau? To protest Gou Yongqiong's violence, we continued yelling, "The police beat us! The police beat us!" The uniformed Chinese police officers, including Wang Guanghui, didn't step forward to stop the assault. A young man who had a camera with him didn't film the assault. I also pointed out that his behaviour was hypocritical, but he said nothing and had no expression on his face. Right after that, an officer from the Mingshan Public Security Bureau dashed into the office to where we were holding a spray bottle, "You yell for me, yell." He slapped my face very hard, and he stared at me with fierce eyes. I said to myself quietly in my mind, "I should definitely remain peaceful."

I looked at him peacefully and said, "I am not arguing with you." He pushed some toilet tissue into our mouths. I could hardly breathe. Li Xia took the toilet paper out of her mouth. After a while, Wang Guanghui came over to take the toilet paper out of my mouth.

I don't know how much later it was that Gou Yongqiong rushed into the room and stood before us, reading out that the two of us were detained. I was sent to the Ya'an City Detention Centre, and Li Xia was sent to the Mingshan County Detention Centre. When I protested against the detention, Gou Yongqiong once again handcuffed my hands behind my back. Several policemen and policewomen forced me into the car, which took us to the Ya'an Detention Centre. I refused to get out off the car, and she again dragged me, while my hands were handcuffed behind my back, onto the ground, to the detention centre.

I was shackled at the Ya'an Detention Centre. As I sat on a bed, I felt that my head, face and legs were so very painful. Several days later, my left calf was black and blue, and there was one small hard spot, which didn't disappear until a month later. One week later, Gou Yongqiong came to interrogate me. I was in handcuffs and shackles, and I told her with compassion, "As a police officer, the law stipulates very clearly that you are not allowed to beat or swear at the suspect, and neither are you allowed to seek evidence by interrogating with torture." She yelled at me, "How dare you try to control me. I will beat you and I will torture you, and send you to the Nanmusi Labour Camp for three years. You ." I said, "It is not up to you to decide."

Thirty days later, Li Xia and I were sentenced to two and a half and one and a half years of forced labour respectively. I was then aware that Li Xia's legs were also black and blue and swollen as a result of being beaten by Gou Yongqiong. When she told Director Luo of the Mingshan Detention Centre, Mr. Luo asked her, "You dare even want to have your injuries examined?" The three of us, Li Xia, Yang Zhaoxia and I were pushed into the police vehicle. Gou Yongqiong handcuffed Li Xia and Yang Zhaoxia together, and she also handcuffed my right hand while I was sitting across from them, to Li Xia's left hand. My left hand was tied to the iron window bar, as if I were nailed to a cross, half sitting on a stool until I was taken to the Nanmusi Hospital for a physical check-up. We asked to go to the wash room. Gou Yongqiong, Director Luo and another female took us to the wash room with our hands handcuffed together. Li Xia asked to open her handcuffs, while Gou Yongqiong yelled, "Just do it this way." Yang Chaoxia was the first to use the toilet. When it came to Li Xia, who was handcuffed in the middle, Li Xia smiled and said, "Director Luo, you might have to unlock my handcuffs." The director said coldly, "Just do it like this. If you feel its inconvenient, then don't do it." Yang Chaoxia and I had to co-operate with Li Xia to squat down so that she could use the toilet.

My handcuffs were not unlocked until we were physically examined. I was singing quietly while waiting for the physical check-up. There were several patients and relatives standing beside me. Gou Yongqiong walked towards me in a rage, and once again she handcuffed my hands behind my back. There was a sharp pain in my wrists. I only heard Gou Yongqiong yelling out loud, "Don't you ever think that I am not going to punish you, you ." Peacefully, I said softly, "With everyone watching, in broad daylight, please pay attention to your image." Her eyes were round and in a rage. She nervously dragged me to the police vehicle. Since my hands were still handcuffed behind my back, sitting without falling was very difficult because the road conditions were so bad. It was hard to maintain my balance. I was shaking all the way to Nanmusi until they unlocked one of my hands. With one hand still handcuffed, I was taken to the detention centre.

The above is my experience of being assaulted and insulted violently by Gou Yongqiong. I will take the responsibility for what I have written. The law was trampled in this manner, in broad daylight, and our human rights were severely violated. Conscience and justice were trampled upon. As for myself, I feel no resentment, no hatred. As a Chinese citizen, I felt sad for the police hooligans like Gou Yongqiong, who assaulted and insulted people. I felt sad for those police officers who didn't know the truth about Falun Gong after so many years and still aid and abet the evil-doers.

For the time being, the law can be violated, and the truth can be repressed, but the heavenly principles are forever fair and selfless. Here I want to ask whoever has the predestined relationship to read this letter, please don't be deceived by the lies of the Communist regime, please don't use the excuse that you are, "just following orders." Falun Gong is great for teaching people to be compassionate. Any vicious behaviour towards practitioners is in fact committing sins. And sooner or later, these sins will be punished. People should also realize that the Chinese Communist Party has used up all the nation's resources to apply all kinds of evil measures to persecute practitioners for these nine years, but they still have not succeeded. In history no persecution of the righteous way has ever succeeded.

P.S. I wrote an appeal letter for the forced labour sentence at Ya'an Detention Centre on April 9th and handed it to the director, Chen Xiaohong, about two months ago. I did not hear back. I don't know whether that is because Director Chen did not hand it in because of her negligence or because the Ya'an City Forced Labour Bureau did not have it or have just not yet responded to me. Please check on it.
