Older Ms. Xing Qiying Persecuted by Officers from Donghuan Police Station in Shijiazhuang City

Family and friends of Ms. Xing Qiying are accusing officers from Donghuan Police Station in Shijiazhuang City of persecuting Ms. Xing Qiying.

Ms. Xing is a resident of the Jinma Community in Shijiazhuang City, Hebei Province. Ms. Xing used to have severe heart disease. When she relapsed, she temporarily lost her eyesight, had nausea and dizziness, and could not move. After she practised Falun Gong, her illness disappeared and her colouring returned to normal. Ms. Xing has been brutally harassed by officers with the Donghuan Police Station, formerly known as the Yudong Police Station, ever since the Chinese Communist Party (CCP) started persecuting Falun Gong. In recent years, the police have harassed her, ransacked her home, and arrested her many times. They are now planning to send Ms. Xing, who is in her 60s, to a forced labour camp before the Olympic Games.

On February 7th, 2000, at around 5:00 a.m., officer Hao Zhiwen (male) and Deputy Director Han Zhenglu (male) from the police station saw Ms. Xing standing alone near a grain and oil store. They grabbed her by her hair, dragged her into the police car, took her to the police station, and handcuffed her to a window outdoors. It was winter and there was ice on the ground. Ms. Xing wore only a thin pair of shoes. Hao said that it was too cold and her clothes were too thin, but Han said, "Let her freeze--that's the point." Ms. Xing froze outside for more than two hours. As a result, her hands and feet were frostbitten. After that the police accused Ms. Xing of "disturbing social order" and kept her in a detention centre for 15 days. The police even charged her 100 yuan1 as a transport fee from the police station to the detention centre. The second day after she was released, the police ransacked her home and ordered her to report to the police station. She immediately went to the police station with them. While there, officer Hao Zhiwen slapped her in the face four times while Deputy Director Han Zhenglu was sitting opposite him. He went behind Ms. Xing and hit her head so hard that she immediately became dizzy and felt a lot of pressure. It took her a long time for her to recover from the blow.

On September 7th, 2005, when Ms. Xing was taking out the trash, several plain-clothes police dragged her down the stairs. The back of her head hit the cement stairs.

In July 2007, during the tenth anniversary of Hong Kong's return to China, the political instructor of the police station, Ren Lixuan (male), waited outside the building with the intention of arresting Ms. Xing.

In September 2007, during China's 17th National Congress of the Communist Party, the police monitored Ms. Xing for two weeks.

At around 7:30 a.m. on June 4th, 2008, Ms. Xing was on her way to go shopping when three officers who were monitoring her blocked her way. She saw two police cars coming and ran towards home and closed the apartment gate that guarded the stairs. The officers opened the gate and pursued her upstairs. She ran home, locked the door, opened her window, and shouted, "Police officers from the Donghuan Police Station are arresting a good person. I practise Falun Gong. I follow Truthfulness-Benevolence-Forbearance to be a good person. Is it a crime to be a good person? You come in the name of the Olympic Games to arrest me, a grandma who only takes care of cooking, grocery shopping, and grandchildren. You leave." The police left.

On the second day, political instructor Ren Lixuan called Ms. Xing's daughter-in-law and ordered Ms. Xing to report to the police station. Ms. Xing wrote them a letter, recounted her experience at the police station on February 7th, 2007, and told them that she would not go to the station because she was afraid and worried that she would die there. Ren then threatened Ms. Xing's husband, telling him that they would cut off their water and electricity and break the door down if Ms. Xing did not come. Ren also said that they would claim that she had committed suicide if Ms. Xing jumped out of the window.

Ren showed a forced labour notification to Ms. Xing's son and said that she was sentenced to one year of forced labour. They tried to deceive her into going to the police station and made up the paperwork.

Officers from the Donghuan Police Station are not upholding the law. Rather, they are working against the good of society, damaging the Olympic Games and social order, and arresting the innocent and accusing an elderly woman in her 60s of terrorist activity.
