Mr. Xu Changqing lived in Dayangshu Town, Oroqen Autonomous Prefecture, Inner Mongolia. In October 1999, Prefecture Police Department Deputy Director Li Shuliang suddenly ordered the ransacking of the homes of all practitioners who had not already been detained. Mr. Xu was arrested and detained for more than 40 days.

In 2000, practitioners in Dayangshu Town distributed leaflets exposing the persecution of Falun Gong using their very limited incomes. Li Shuliang ordered officers to arrest Mr. Xu, and cruelly tortured him, and detained him for 18 months. In February 2002, Mr. Xu was sentenced to three years in prison, with a three year probation period.

Mr. Xu was forced to live out of town to avoid being arrested due to his beliefs. He had been living in poverty and was homeless, leaving him in poor health. He developed cirrhosis of the liver and died on June 14th, 2008. Just a few days before his death, the 610 Offices1 of both Oroqen Autonomous Prefecture and Morin Dawa Daur Autonomous Prefecture combined forces to harass practitioners in Dayangshu Town with a van full of officers.

Note

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
