Zhang Sulan and Her Son from Linghe District, Jinzhou City Sent to a Forced Labour Camp

Ms. Zhang Sulan and her son are Falun Gong practitioners who live in Jinzhou City, Liaoning Province. In the past few years, they have been persecuted by the Chinese Communist Party (CCP) and have been unable to live in their own house. They remained homeless for as long as seven years. On the afternoon of April 12th, 2008, they were arrested by police from the Liuhua Police Station in Linghe District, Jinzhou City, and were locked up in the Jinzhou City 2nd Detention Centre. Currently, they are both detained in forced labour camps.

Zhang Sulan worked for the Route and Bridge Division, previously known as Jinzhou City Railway Bureau. Before she practised Falun Gong, she suffered from rheumatism. Her disease later got worse and caused rheumatic heart disease. She almost lost the ability to work. After practising Falun Gong, however, she benefited both physically and mentally. Soon after beginning the practice, she recovered from her disease.

In the morning of July 6th, 2001, after the persecution had been going on for almost two years, many people, including Ding Tongliang, the police from Zhengda Police Station of Jinzhou City, and Wang Xiaolan, the Party secretary of Wenzheng Community, rushed into Gao Yuanguang's house and started to search the house. When they discovered some Falun Gong materials, Ding Tongliang immediately reported to the police station using his mobile phone. At that time, only Mr. Gao's wife, Zhang Sulan and one of their friends were in the home. While Ding Tongliang was talking on his mobile phone, Zhang Sulan thought quickly and ran out the door. Subsequently, two people tried to chase her down, but they couldn't catch her. Zhang Sulan found her husband, and told him about the situation. With no other choice, they left their home and have been living a homeless life ever since.

In the afternoon, a group of people including Ding Tongliang drove to the 4th Middle School of the Railway Bureau and took away Zhang Sulan's son, Gao Zhikai, who was in class. They stuffed him into a police vehicle and forced him to look for his parents around the streets. They drove the police vehicle around for half the day without finding his parents. The same night, the person in charge of the sub-district, and police from Linghe Public Security Bureau broke into several residents' houses, searched until late in the night, and harassed the neighbourhood. They also went to Zhang Sulan's elder brother's house. Only her sister-in-law and her mother were home, so they forcibly took her sister-in-law to the Kangning police station and locked her up for two days. Over the following several nights, there were constantly people watching Gao Yuanguang's house day and night. One friend went to Mr. Gao's family for a visit and was arrested and interrogated. The next day, they also went to Gao's home and the homes of several other relatives and searched their houses one by one, but were unable to find Mr. Gao and his wife. They still did not give up. On the third day, after hearing that Wang Yuguo, the painting teacher in the 1st Middle School of the Railway Bureau, was in touch with Gao's family, they drove to the 1st Middle School and forcibly took away Wang Yuguo who was teaching a class. Wang Yuguo scolded them aloud and said, "Bandits are grabbing people!" He was knocked down to the ground by those people. The teachers and students at the scene were shocked. Later, Wang Yuguo was sent to Jinzhou City 1st Detention Centre and was locked there for forty days. Only after they forced his family to hand in five thousand yuan1 did they release him.

Since that day, Gao Yuanguang and his wife were unable to return to their home and could not work at their jobs. One day, Zhang Sulan went to a shop for some business and was seen and reported by Li Zhishu, her colleague from the Route and Bridge Division at the Jinzhou City Railway Bureau. Staff from the Route and Bridge Division and police from the Zhengda Police Station thought that she was working in the shop, so they used two police vehicles to surround it. However, they did not capture her. Later, the Route and Bridge Division discontinued her monthly pension of one hundred and twenty yuan, and hired two women to keep watch outside of Gao's house, intending to arrest Zhang Sulan.

Ever since they left home, their son Gao Zhikai has not had a stable living environment. He stayed in his grandfather's home for half a year, in his uncle's home for a few days, and he sometimes lived in his other uncle's home for a few months. He had never before been without his mother and father. Because of the trauma he subsequently suffered, Zhikai became very nervous, with a confused mind and dull eyes. He gradually became very thin. For the entry examination to middle school, Gao Zhikai ranked the top in his class and was especially gifted in maths. However, policeman Miao Zhihong from Zhangda Police Station went to his school and threatened him. He forced Zhikai to take the phone number of the police station and ordered, "As soon as you see your parents, you must report! This is the phone number." One day Zhikai was walking on a street and bumped into policemen Miao Zhihong and Ding Tongliang. They followed him to his uncle's home and threatened him and his aunt.

Since his parents left home, Zhikai had difficulty concentrating in class and his grades fell rapidly. He ended up having to drop out of school. Miao Zhihong also went to the workplace of Zhang Sulan's younger sister and threatened her, saying, “Where is you elder sister? I'll put you into the jail if you don't tell me! How could it be possible that two sisters are not in contact?" As a result of being threatened many times and due to the mental pressure over a long period of time, Zhang Sulan's younger sister started to suffer from sleeplessness and heart palpitations and has not recovered.

Around sensitive dates (for example, when the Chinese Communist Party held its 16th Congress) Mr. Gao's relatives would be harassed. Several people who are in charge of the Wenzheng Community, especially Miao Zhihong from the police station, often went to their homes or workplaces or ordered them to go to the police station. They would threaten the family, making them panic. Zhang Sulan's mother was old and in a weak health condition. As a result of being threatened many times, in addition to missing her daughter a lot, she soon passed away.

After quitting school and going through many difficulties, Gao Zhikai found his parents and the family temporarily got to live together.

In the afternoon of April 12th, 2008, in order to expose the persecution of Falun Gong and eliminate people's misunderstanding of Falun Gong practitioners, Zhang Sulan and her son discussed the facts with a stranger when they passed by the Jinzhou City Water Park, and they were reported. Police from Liuhua Police Station arrested them. They were locked up in the Jinzhou 2nd Detention Centre and at midnight of the same day. Several police searched their rented house and took the leaflets exposing the persecution they found. Zhang Sulan and her son were both sent to forced labour camps. Zhang Sulan is imprisoned in Masanjia Forced Labour Camp in Shenyang City, Liaoning Province and Gao Zhikai is imprisoned in the Jinzhou City Forced Labour Camp. The length of their terms is unknown.
