Large Numbers of Practitioners Arrested by Police in Daqing City, Heilongjiang Province in the First Three Months of 2008

In the first quarter of 2008, police in Daqing City, Heilongiang Province have been collaborating with local thugs, gangsters, and vagrants to monitor, harass, and arrest Falun Gong practitioners. Methods include phone tapping, following, illegal opening of personal mail, break-ins, and other illegal means. Several cases are exposed below:

1. Lu Jigui Arrested by Police Three Times Within Three Months

Falun Gong practitioner Lu Jigui was arrested the first time on February 1st, 2008, at noon by Wolitun Public Security Bureau police, who deceived him into coming out of his home, and then took him to Longfeng Detention Centre for persecution. Lu Jigui was arrested because he wrote an open letter to Chinese Communist Party (CCP) Chairman Hu Jintao and Prime Minister Wen Jiabao, requesting that they stop the persecution of Falun Gong. Lu requested that his former employer's party secretary pass on the letter. Instead, his request was reported to the police.

In the detention centre Mr. Lu went on a hunger strike protesting the persecution. He was violently force-fed and tortured several times, causing a drastic deterioration of his health. Because of his precarious health condition, Lu Jigui was released on February 11th, 2008.

On February 26th, 2008 Lu Jigui was again arrested by officers from the same police station. They ransacked his home and took away two bags of personal belongings. He was placed behind bars in Daqing City's Fourth Detention Centre this time.

After his first arrest, Daqing City police began monitoring and investigating Lu Jigui, his family members and visitors, around the clock. In addition, a female agent was employed to detail his regular daily routine at work, so he was constantly monitored.

Immediately upon arrival at the Fourth Detention Centre, Mr. Lu started a hunger strike to protest the persecution. On March 11th, police took him to the hospital for a physical check-up, and informed his family to bring 1,000 yuan1 to the hospital for an "examination fee." Mr. Lu took the opportunity to get away. Police and plain-clothes agents constantly monitored his home, forcing him to remain homeless.

Some time after escaping from the hospital, Mr. Lu finally went home again. However, since his home phone was tapped, within 10 minutes of calling some relatives, two police vehicles arrived to take him away.


2. Daqing City Police Arrested Two Older Practitioners

On March 4th, 2008, at 9:00 p.m., Ms. Jiang Fengqin, a 56-year-old retired employee of Daqing Petroleum, was arrested by Daqing City police, who ransacked her home. They confiscated a copier and more than 20,000 yuan (money that was to be used to buy her daughter a house). They also took Falun Gong books and leaflets exposing the persecution of Falun Gong. Jiang Fengqin is currently detained at the Daqing First Detention Centre.

During the afternoon of March 4th, 2008, Mr. Sun Rulin, 67, retired from Anda City Railway System, was arrested at his apartment in Wulitun District, Daqing City. According to bystanders, more than ten police officers in three police vehicles came to arrest him. The police also took away six bags filled with personal items from his home.

Mr. Sun was tortured so brutally that he passed out at the Wulitun Police Station, and then he was transferred to Daqing Fourth Detention Centre for further torture. Every time he was interrogated, he immediately shouted, "Falun Gong is good!" He was later transferred to Qiqihar City for further persecution.


3. Practitioner Li Jinlian Arrested and Brutally Mistreated

Ms. Li Jinlian, 39, resides in Babaishang-Sanlou District. She was forced to resign from the Daqing Second Drilling Machinery Repair Factory. Her husband passed away a few years ago, leaving her and her daughter. Because her 16-year old daughter is still attending junior high, Ms. Li sought re-employment from a former employer.

On March 6th, 2008 at around 8:00 a.m., while she was working, Li Jinlian was told to go to CCP Secretary Chen Yanning's office. As she stepped into the office, she saw a bunch of police there, and before she knew what was going on, the police rushed forward and handcuffed her. They added foot shackles when she resisted. Ms. Li was hauled to a police vehicle and taken to Babaishang Public Security Sub-bureau in Daqing City.

The police not only forced open Li Jinlian's tool box at work, but also ransacked her home, and confiscated two printers, Dafa books, truth-clarifying materials, her daughter's computer, and other personal items. They left her home a big mess.

When her daughter got home, not only did she find the mess, but she also realized that her mother was missing. She was so terrified that she cried. Li Jinlian's family members went to visit Ms. Li in detention, but the guards turned down their request to see her.
