Ms. Li Guiqing is a 53-year-old former employee of the now defunct Tonghua City's Agricultural Machinery Company in Jilin Province. She was originally imprisoned in the Changchun City Women's Forced Labour Camp for practising Falun Gong.

In October 1999, Ms. Guiqing was cooking at home when Gao Guanglin, a policeman from the Xinzhan Police Station, tricked her into going to the Xinzhan Police Station, where she was then detained. The next day she was transferred to Changliu Detention Centre and held for 15 days even though no legal procedures were followed.

In June 2000, Ms. Guiqing went to Beijing to appeal for Falun Gong. As a result she was arrested and detained in the Tonghua City Detention Centre for over a month and later sentenced to one year of forced labour. In the sixth team of the Changchun City Women's Forced Labour Camp, Captain Liu Ying and two other captains once shocked Ms. Guiqing with electric batons, beat her brutally, tried to coerce her into giving up her practice of Falun Gong, and forced her to do hard labour.
