Falun Gong practitioner Bi Jiankai from Zhangjiacun, Rongcheng City in Shandong Province went to practitioner Wang Lihua's home in Weihai, Shandong Province. Wang Lihua's neighbour Song Yongping reported this to the community office. Police officers from the Rongcheng City 610 Office1 subsequently came to Zhangjiacun. Police officer Liu Hongdong and others broke into Wang Lihua's home and confiscated two laptop computers, 20,000 yuan2 in cash, and two Satellite TV receiving systems. The police also arrested Wang Lihua, Bi Jiankai and Wang Hongfeng and took them to the Rongcheng City Detention Centre.

It was said that Wang Hongfeng has recently returned home. Wang Lihua and Bi Jiankai were sentenced to three years of forced labour.

The two practitioners have been transferred from the detention centre to jail. They were subjected to inhumane torture in the detention centre. Guards hung Bi Jiankai from a window frame for over five hours, which caused her to lose consciousness. Wang Lihua was also subjected to hanging and electric shocks.

The authorities at the Rongcheng City 610 Office plan to relocate the two practitioners to Wangcun Forced Labour Camp for further persecution.
