Ms. Liu Jinfeng lives in the 7th Division of Huoma Village in Maping Township, Wugang City, Hunan Province. On July 6th, 2007, Ms. Liu Jinfeng and Ms. Liu Liumei distributed leaflets exposing the persecution of Falun Gong to people on their way to the market. They explained to others how the Jiang Zemin regime, [former leader of China and instigator of the persecution] told lies about Falun Gong and how practitioners were being persecuted. Zhang Congwei, the Party secretary of Wanshan Village, Maping Township, reported them to the authorities. Liu Chaoyang, director of the Maping Township Police Station, along with another police officer, chased the two practitioners into the mountains on motorcycles. The policeman smashed Ms. Liu Jinfeng's head against the ground while Liu Chaoyang punched and kicked her. The two were manhandled into a police car and taken to the Wugang City Detention Centre.

While in the detention centre, Ms. Liu Jinfeng was often beaten very badly by Deng Yong'an, director of the detention centre, because she refused to renounce Falun Gong. She was put in handcuffs and shackles. On July 23rd, 2007, at around 10:00 a.m., during one of the more severe beatings by Deng, Ms. Liu lost consciousness. Shen, a female police officer (given name unknown) poured water on Ms. Liu to wake her up, then the torture continued. After the beating, Ms. Liu was unable to move. She could not walk to the toilet without support and needed assistance with her trousers.

On July 25th, 2007, despite Ms. Liu Jinfeng's severe condition, Deng sent her to Suining Detention Centre. Officials of Suining Detention Centre were afraid that her condition was so poor that her life was in danger, so they sent her back to the Wugang City Detention Centre after ten days.

Ms. Liu's family members were not aware that she was being beaten or that she was in such a fragile state. Deng lied to the family, telling them that Ms. Liu Jinfeng and Ms. Liu Liumei didn't want to see them, but Ms. Liu Jinfeng's husband, Mr. Su Yangkun, did not believe Deng. Early on the morning of August 6th, 2007, Mr. Su and other family members went to the detention centre again and insisted on seeing Ms. Liu. Coincidently, Liu Chaoyang planned to secretly send Ms. Liu Jinfeng and Ms. Liu Liumei to a forced labour camp that same day. Liu Chaoyang refused Mr. Su's request and physically blocked him from seeing Ms. Liu Jinfen. He punched Mr. Su in the chest. Mr. Su's daughter and son-in-law were in tears when they saw this.

On August 6th, 2007, Ms. Liu Jinfeng and Ms. Liu Liumei were secretly sent to Baimalong Forced Labour Camp in Zhuzhou City, Hunan Province. After such long-term torture, Ms. Liu Jinfeng was in terrible condition and showed symptoms of her old illnesses. The labour camp refused to accept her because of her poor physical condition as determined by the admission physical.

After Ms. Liu Jinfeng's family were notified, they immediately took a cab to the Wugang Detention Centre. Before they released Liu Jinfeng, 500 yuan1 was extorted from the family by Deng Yong'an for Ms. Liu's so-called "living expenses." When Ms. Liu walked out to meet her family, no police officers were present. When her family saw her, she was very skinny and had bruises all over.
